O caso Zolgensma ameaça acabar o estatuto de
Presidente-Rei de Marcelo, o homem que usa a adoração popular como arma
política para ocupar um lugar bem para lá dos limites da função presidencial.

1. No exacto
momento em que o país mais precisava do seu Presidente, Marcelo aparece
enrodilhado em mais um daqueles casos de suspeição que vão corroendo a
democracia. Quando nos faz falta um presidente forte, com autoridade e voz
capazes de atenuar a fragmentação e a instabilidade que se anunciam para as
eleições de 10 de Março, Marcelo afunda-se num buraco negro. Aconteça o que
acontecer, não sairá incólume do caso das gémeas luso-brasileiras, cujos pais
sentiram um súbito, mas compreensível, arrebatamento pela esfera armilar e as
cinco quinas para receber em troca um medicamento chamado Zolgensma.
Marcelo está em
maus lençóis não por ser culpado de coisa alguma, basta ser o gatilho desta
história. O seu drama fica consumado a partir do momento em que se associa a um
caso que combina em doses explosivas ingredientes que arrasam uma reputação e
uma carreira política: suspeitas de favor, de tráfico de influências, de
negligência no uso do dinheiro dos contribuintes, de opacidade, ou, em síntese,
de protecção aos privilegiados. Coisas que, naturalmente, um país pobre não
pode tolerar em nome da justiça e da decência.
Não há razão
alguma para duvidar da palavra do Presidente da República sobre o estranho caso
das gémeas, mas as suas palavras já não bastam para o salvar. Com tantas
dúvidas em aberto, a percepção sobrepõe-se à razão, o preconceito à prudência.
O que hoje se sabe cria estados de espírito azedos nas pessoas já azedas com os
azares da política. Daí à punição na praça pública vai um passo. Marcelo Rebelo
de Sousa, faça agora o que fizer, diga o que disser, é o alvo da irritação que
se agrava a cada dúvida ou omissão. O risco de haver um presidente fragilizado
por uma receita de Zolgensma é enorme. Só um completo esclarecimento o pode
salvar pelo enterro de outros. Vai ser feio.
Pelo que sabemos,
pode-se admitir que Marcelo errou por facilitismo, não por prevaricação. Ele
certamente não sabia da velocidade com que as gémeas obtiveram a nacionalidade
portuguesa para poderem beneficiar da generosidade do SNS. Ele não saberia que
o tratamento custava quatro milhões de euros. Ele, no seu juízo e no seu
humanismo, remeteu o email que o filho lhe enviou para os serviços da
Presidência (e depois para a PGR) num acto de rotina sustentado por compaixão
que a vida em risco de bebés sempre justifica. Seria inimaginável que o chefe
de Estado não fizesse nada perante a nota que lhe caiu no email. Perante o que
hoje sabemos, é absurdo falar em suspeição de crimes. Nem isso o salva de um
indispensável julgamento político.
Quando a notícia
da TVI sobre o caso das gémeas foi conhecida, percebeu-se de imediato o seu
potencial devastador para a credibilidade do Presidente. O terramoto de 7 de
Novembro adiou a ameaça. Mas, estava escrito nas estrelas que, mais cedo do que
tarde, a história acabaria por reemergir. Numa rara falha da sua aguda intuição
política, Marcelo não percebeu, ou desvalorizou, a inevitabilidade. Talvez
acreditasse que o tempo ou o frenesim da pré-campanha eleitoral dissipasse o
fumo e apagasse o fogo. Demorou a reconhecer que recebeu um email do filho com
a encomenda velada de uma cunha. O mestre da política de bastidores agiu como
um amador.
Na aparência,
dispunha de meios de combate à pressão. Não podia apagar ou ignorar o email que
o filho lhe enviou. Depois de serem cidadãs portuguesas, as gémeas tinham
direito ao medicamento. Se nada mais fez senão enviar o processo ao Governo,
nada havia a recear. O problema é que toda esta normalidade vale pouco perante
a obscuridade pantanosa dos passos que vieram a seguir ou dos que foram dados
antes. Os procedimentos do consulado de Portugal em São Paulo para que as
gémeas obtivessem a nacionalidade em 14 dias requerem explicação. A
correspondência entre Belém e o Governo merece ser conhecida em detalhe. As
diligências do Governo têm de ser esclarecidas. O processo de decisão no
Hospital de Santa Maria carece de papéis e justificação.
É esta opacidade
que ameaça Marcelo. Se não se fizer luz, dificilmente se salvará de ser visto
como o mentor de um esquema para proteger os que lhe são próximos. Tem de ficar
provado que não beneficiou do estatuto de “aliado político” do Governo que, como
aconteceu na TAP, bastava para que os seus desejos se transformassem em ordens
para preservar a aliança entre Belém e São Bento.
2. Marcelo é
ainda, e apenas, um interveniente involuntário e, ao que se sabe, inconsciente
numa trama sórdida. O alvo da aflição de um país que sabe o que tem de esperar
por uma consulta ou uma operação banal num hospital público. Um perfil ideal
para apanhar os estilhaços do natural desencontro dos portugueses com Portugal.
Alguém tinha de pagar pela história mal contada das gémeas luso-brasileiras e a
conta coube-lhe por inteiro. Dificilmente conservará o estatuto de Presidente

Depois de ter
saído como vencedor do seu longo e áspero braço-de-ferro com António Costa,
Marcelo enfrenta o seu maior combate político como Presidente. O caso Zolgensma
ameaça acabar com o seu estatuto de Presidente-Rei, o homem que usa a adoração
popular como uma poderosa arma política para ocupar um lugar bem para lá dos
estritos limites da função presidencial.
Esse risco será
devastador para uma pessoa como ele, que adora ser amado. Mas será ao mesmo
tempo péssimo para o país. O que se adivinha para Março é um quadro partidário
fragmentado e instável. Um quadro que reclama o poder de moderação e de
influência do Presidente. Não bastava a queda do Governo por suspeitas dos
procuradores; agora é legítimo o receio da queda de poder do Presidente por
suspeitas dos cidadãos.
Marcelo está nas
mãos do consulado de São Paulo, do Ministério da Saúde, do Infarmed, do
gabinete do primeiro-ministro e do Hospital de Santa Maria. Precisa que se
deixem de enredos e contem a história toda. Desta vez, não há como esperar pelo
tempo da Justiça: o que está em causa é um problema político que encaixa como
uma luva na ideia de que o Eestado português, labiríntico e centralista, é uma
fábrica de privilégios para os cortesãos que o colonizam. Marcelo só voltará a
ser Marcelo, mais amado do que temido, atento e próximo do povo, se for capaz
de provar que não traiu a sua confiança. A bem da saúde do regime, era bom que
o conseguisse.

The Zolgensma case threatens to wipe out the status of
President-King of Marcellus, the man who uses popular worship as a political
weapon to occupy a place well beyond the confines of the presidential office.

1. At the
very moment when the country most needed its President, Marcelo appears
entangled in yet another one of those cases of suspicion that are eroding
democracy. When we need a strong president, with authority and voice capable of
mitigating the fragmentation and instability that are announced for the March
10 elections, Marcelo is sinking into a black hole. Whatever happens, the case
of the Luso-Brazilian twins will not come out unscathed, whose parents felt a
sudden, but understandable, rapture through the armillary sphere and the five
corners to receive in exchange a drug called Zolgensma.
Marcelo is
in trouble not because he is guilty of anything, just because he is the trigger
of this story. Its drama is consummated from the moment it is associated with a
case that combines in explosive doses ingredients that destroy a reputation and
a political career: suspicions of favour, of influence peddling, of negligence
in the use of taxpayers' money, of opacity, or, in short, of protection of the
privileged. Things that, of course, a poor country cannot tolerate in the name
of justice and decency.
There is no
reason to doubt the word of the President of the Republic on the strange case
of the twins, but his words are no longer enough to save him. With so many open
doubts, perception overrides reason, prejudice over prudence. What is known
today creates sour moods in people who are already sour by the misfortunes of
politics. From there to punishment in the public square goes one step. Marcelo
Rebelo de Sousa, whatever he does now, whatever he says, is the target of
irritation that worsens with each doubt or omission. The risk of a president
weakened by a prescription for Zolgensma is enormous. Only a complete
enlightenment can save him by the burial of others. It's going to be ugly.
For all we
know, it can be admitted that Marcellus erred by easiness, not by
prevarication. He certainly didn't know how quickly the twins obtained
Portuguese nationality in order to benefit from the generosity of the NHS. He
wouldn't have known that the treatment cost four million euros. He, in his
judgment and in his humanism, forwarded the email that his son sent him to the
services of the Presidency (and then to the PGR) in a routine act sustained by
compassion that the life at risk of babies always justifies. It would be
unimaginable if the head of state did nothing in the face of the note that fell
on his email. In view of what we know today, it is absurd to speak of suspicion
of crimes. Even this does not save him from an indispensable political trial.
When TVI's
news about the twins' case was known, its devastating potential for the
President's credibility was immediately realized. The earthquake of 7 November
postponed the threat. But it was written in the stars that, sooner rather than
later, history would eventually re-emerge. In a rare failure of his acute
political intuition, Marcellus did not perceive, or downplayed, the
inevitability. Perhaps he believed that the time or frenzy of the pre-election
campaign would dissipate the smoke and put out the fire. It took him a while to
recognize that he had received an email from his son with the veiled order for
a wedge. The master of backroom politics acted like an amateur.
On the
surface, it had the means to combat pressure. She couldn't delete or ignore the
email her son sent her. After being Portuguese citizens, the twins were
entitled to the medicine. If he did nothing but send the case to the
Government, there was nothing to fear. The problem is that all this normality
is worth little in the face of the swampy obscurity of the steps that came next
or those that were taken before. The procedures of the Portuguese consulate in
São Paulo for the twins to obtain nationality within 14 days require
explanation. The correspondence between Belém and the government deserves to be
known in detail. The Government's efforts need to be clarified. The
decision-making process at St. Mary's Hospital lacks papers and justification.
It is this
opacity that threatens Marcelo. If you don't shed light, you'll hardly be saved
from being seen as the mastermind of a scheme to protect those close to you. It
must be proven that he did not benefit from the status of "political ally"
of the Government which, as happened in TAP, was enough for his wishes to be
transformed into orders to preserve the alliance between Belém and São Bento.

is still, and only, an involuntary and, as far as we know, unconscious actor in
a sordid plot. The target of the distress of a country that knows what it has
to wait for an appointment or a banal operation in a public hospital. An ideal
profile to pick up the splinters of the natural mismatch between the Portuguese
and Portugal. Someone had to pay for the poorly told story of the
Portuguese-Brazilian twins and the bill fell entirely to him. It will be
difficult for him to retain the status of President of affections. There is no

After
coming out as the winner of his long and bitter tug-of-war with António Costa,
Marcelo faces his biggest political fight as President. The Zolgensma affair
threatens to end his status as President-King, the man who uses popular worship
as a powerful political weapon to occupy a place well beyond the strict
confines of presidential office.
That risk
will be devastating for a person like him who loves to be loved. But it will be
terrible for the country at the same time. What is foreseen for March is a
fragmented and unstable party framework. A framework that calls for the
President's power of moderation and influence. The fall of the government due
to the suspicions of the prosecutors was not enough; now there is a legitimate
fear that the President will fall to power because of the suspicions of the
citizens.
Marcelo is
in the hands of the consulate in São Paulo, the Ministry of Health, Infarmed,
the Prime Minister's office and the Santa Maria Hospital. It needs them to stop
plots and tell the whole story. This time, there is no way to wait for the time
of justice: what is at stake is a political problem that fits like a glove to
the idea that the Portuguese State, labyrinthine and centralist, is a factory
of privileges for the courtiers who colonize it. Marcelo will only return to
being Marcelo, more loved than feared, attentive and close to the people, if he
is able to prove that he has not betrayed their trust. For the sake of the
health of the regime, it was good that he should be able to do so.
