Mesmo que nunca seja possível, a não ser em ditadura, controlar absolutamente estes movimentos populacionais, é sempre possível aumentar o controlo, o planeamento e a previsão, a fim de melhor organizar a sociedade e os serviços públicos. Pela primeira atitude, a que defende o multiculturalismo, abre-se a porta a verdadeiros apartheids culturais, com regras e direitos próprios, verdadeiros alfobres de conflitos sociais e raciais. Sob a aparência de respeito pelas culturas e pelas identidades, o multiculturalismo é um convite à ilegalidade e à fragmentação. Nestas questões, a complacência é tão perigosa quanto a opressão."

No Mediterrâneo,
recomeçou a estação de tráfico, refúgio e acidente. A Europa no seu todo e cada
país em particular não conseguem elaborar e pôr em prática uma política de
controlo do acesso e menos ainda de decência no acolhimento. A desordem, o
sofrimento e a morte têm mãos livres neste mar e nas suas praias. O que a
Europa faz favorece a travessia clandestina, o refúgio ilegal e o sacrifício de
crianças e idosos. Os “negreiros” e os traficantes vivem das políticas
europeias e das hesitações dos seus dirigentes. A generosidade e a compaixão de
muitos europeus são vilmente utilizadas como estímulos ao crescimento do
tráfico.
Dizem os jornais
que, segundo o SEF, se espera legalizar de imediato perto de 150.000
imigrantes. E receber outros tantos nos próximos dois anos. A verificarem-se
estas previsões, serão os mais elevados contingentes de imigrantes jamais
chegados a Portugal. Descobrem-se novas fileiras de imigração especialmente
usadas por mulheres à beira de dar à luz e outras situações a configurar
emergência médica. Não se conhecem progressos nas numerosas situações de
imigrantes alojados em condições precárias e malsãs junto às culturas forçadas
e às agriculturas hiperintensivas. As questões raciais e os incidentes
envolvendo problemas de imigração, de minorias e de estrangeiros ocupam cada
vez mais a atenção e as preocupações.
A imigração, em
Portugal, faz-se sem política e sem escolhas. E sem respostas às questões difíceis.
Há recursos humanos, de equipamento e de capital, para abrir as portas? Há
cidades e habitação decente à altura? A economia necessita desta mão-de-obra?
Haverá emprego suficiente para os residentes e para os novos imigrantes? Estão
preparados os serviços sociais, as escolas, os hospitais, a habitação e os
transportes para estes novos fluxos de população? Alguma vez estas políticas
foram sufragadas pelo eleitorado e aprovadas pelo Parlamento?
A imigração, em Portugal, faz-se sem política e sem

A habitação é
quase um problema à parte. Pela sua natureza, pela dimensão, pelo custo e pela
durabilidade das decisões, os problemas de habitação são uma espécie de lugar
geométrico de todas as questões sociais da imigração. Por vias da habitação
definem-se bairros, prédios e ruas, numa palavra, comunidades. Em grande número
de países europeus a distribuição geográfica das comunidades imigrantes tem
conduzido à fixação de áreas de especialidade nacional, de concentração étnica
e de segregação. As cidades europeias, tanto os seus centros históricos como as
suas periferias, transformam-se em territórios próprios e exclusivos de
comunidades nacionais. As grandes cidades fragmentam-se de modo ameaçador para
a paz social e o convívio entre povos. A segregação aumenta a separação, o
confronto e o conflito, o que agrava as dificuldades de integração social. O
descontrolo das migrações e a abstenção relativamente à organização das
sociedades e dos espaços são convites à marginalidade. É uma infâmia o mercado
ilegal de residências, vistos, autorizações de trabalho, certificados de
casamento, títulos de adopção, contratos de trabalho falsos e outras
habilidades destinadas a fomentar uma imigração oportunista.
A integração é,

Que fazer, numa sociedade que privilegia o multiculturalismo, com a
aprendizagem da língua, o respeito pelas leis sobre violência física e
familiar, a poligamia, as regras de saúde e higiene pública, o respeito pela
individualidade da pessoa humana e a crença na inviolabilidade da vida humana?

possible to increase control, planning and forecasting in order to better
organize society and public services. The first attitude, which defends
multiculturalism, opens the door to true cultural apartheids, with rules and
rights of their own, true alfobres of social and racial conflicts. Under the
guise of respect for cultures and identities, multiculturalism is an invitation
to lawlessness and fragmentation. In these matters, complacency is as dangerous
as oppression."

In the Mediterranean, the traffic, refuge and
accident station resumed. Europe as a whole and each country in particular is
unable to develop and implement a policy of control of access and even less of
decency in reception. Disorder, suffering and death have their hands free on
this sea and its beaches. What Europe does favours clandestine crossing,
illegal refuge and the sacrifice of children and the elderly. The
"slavers" and traffickers live on European policies and the
hesitations of their leaders. The generosity and compassion of many Europeans
are vilely used as stimuli for the growth of trafficking.
Signs of impending crisis follow. New tents
and miserable accommodation are emerging in the Lisbon Metropolitan Area.
Inhospitable new buildings appear on the South Bank. News is published about
the degraded housing occupied by immigrants and minorities. Cubicles are
discovered with dozens of people crammed into bunk beds. There is growing
acidity in discussions about racial and immigration issues. New legal
provisions establish the automatic visa for people from CPLP countries. In
Angola, there are long queues for citizens trying to obtain residence visas in
Portugal, now easily distributed. The process of expeditious legalization of
thousands of illegal residents begins to run.
The newspapers say that, according to the SEF,
it is expected to immediately legalize close to 150,000 immigrants. And to
receive so many more in the next two years. If these predictions are true, they
will be the highest contingents of immigrants ever arrived in Portugal. New
immigration ranks are discovered especially used by women on the verge of
giving birth and other situations setting up medical emergencies. No progress
is known in the many situations of immigrants staying in precarious and unhealthy
conditions along with forced crops and hyper-intensive agriculture. Racial
issues and incidents involving immigration, minority and foreign problems
increasingly occupy attention and concerns.
Immigration in Portugal is done without
politics and without choices. And no answers to the hard questions. Are there
human, equipment and capital resources to open the doors? Are there cities and
decent housing up to the mark? Does the economy need this manpower? Will there
be enough employment for residents and new immigrants? Are social services,
schools, hospitals, housing and transport prepared for these new population
flows? Have these policies ever been endorsed by the electorate and approved by
Parliament?
Immigration in
Portugal is done without politics and without choices. And no answers to the

Housing is almost a separate problem. By their
nature, size, cost and durability of decisions, housing problems are a kind of
geometric place for all the social issues of immigration. By means of housing
are defined neighborhoods, buildings and streets, in a word, communities. In a
large number of European countries, the geographical distribution of immigrant
communities has led to the establishment of areas of national specialty, ethnic
concentration and segregation. European cities, both their historic centres and
their peripheries, become their own territories and are exclusive to national
communities. Large cities are fragmenting in a way that threatens social peace
and coexistence between peoples. Segregation increases separation,
confrontation and conflict, which aggravates the difficulties of social
integration. The lack of control of migration and abstention from the
organization of societies and spaces are invitations to marginality. The
illegal market for residences, visas, work permits, marriage certificates,
adoption permits, fake employment contracts, and other skills designed to
foster opportunistic immigration is infamy.
New fashions and doctrines increasingly
support multicultural options. Which means that it is advocated that each
community, national or immigrant, maintain its traditions, its culture, its
customs and even its "legal" rules. However, the policy that uses and
accepts immigrants is superior, but that deliberately opts for the policies of
cultural, social and economic integration, to the detriment of the policies of
multiculturalism, of preserving the mosaic of rules and customs, generally
conducive to the installation of parallel societies, marginal communities and
strange forms of apartheid.

privileges multiculturalism, with language learning, respect for the laws on
physical and family violence, polygamy, the rules of health and public hygiene,
