Moeten expats in Amsterdam naar een inburgeringscursus?
Wel als het aan de PvdA ligt

De grootste partij van de stad, de PvdA, pleit voor een inburgeringscursus
Amsterdammerschap voor expats. Dat betekent taalcursussen, lessen over de
geschiedenis van de stad en een bezoek aan de Vrijwilligers Centrale Amsterdam.

Zelf noemen ze het geen
inburgeringscursus, maar feitelijk is het initiatiefvoorstel van
PvdA-fractievoorzitter Lian Heinhuis dat wel. Belangrijk verschil: niet de
overheid, maar het bedrijfsleven moet zijn verantwoordelijkheid pakken. “Zij
moeten zich realiseren dat zij een maatschappelijke rol spelen in de
samenleving.”
Het is meer dan slechts
een oproep van de sociaaldemocratische politica. Donderdag dient Heinhuis een
heus initiatiefvoorstel in, waarbij ze het college van burgemeester en
wethouders vraagt de handschoen op te pakken en samen met bedrijfsleven en
andere instellingen een speciaal programma te maken voor expats.
Heinhuis: “Je mag
verdienen aan de stad, maar je moet ook je steentje bijdragen. Ik vind het dan
ook niet meer dan logisch dat bedrijven zich verantwoordelijk voelen om expats
zo veel mogelijk te faciliteren om onderdeel te worden van de Amsterdamse samenleving.”
De potentiële
ingrediënten van de cursus: taalles, kennismakingen met buurtinitiatieven, een
bezoek aan de Vrijwilligers Centrale Amsterdam en ontmoetingen met
Amsterdammers die al langer in de stad wonen. Het moet er volgens de PvdA’er
allemaal voor zorgen dat de kloof tussen expats en Amsterdammers kleiner wordt.
Grote instroom expats
De Amsterdamse bevolking
groeit de laatste jaren vooral als gevolg van de komst van expats en
internationale studenten. Maar waar studenten sneller in een gemeenschap
terechtkomen waar ze ook Amsterdammers tegenkomen, leven veel expats in een
internationale bubbel.
In theorie blijven expats
slechts tijdelijk in de stad, waardoor ze aan veel voorwaarden niet hoeven te
voldoen die wel gelden voor andere migranten. In de praktijk blijkt echter dat
expats steeds vaker lang in de stad blijven. Heinhuis: “Waarom moet de ene
migrant wel inburgeren en de andere niet?”
Een officiële
inburgeringscursus is haar voorstel overigens niet, omdat daar landelijk beleid
voor nodig is. Toch hoopt Heinhuis dat het stadsbestuur, dat later dit jaar
over haar voorstel debatteert, er serieus mee aan de slag gaat. “Ik weet ook
wel dat we dit niet kunnen afdwingen, maar ik wil zien dat bedrijven actie
ondernemen.”
De vraag is of bedrijven
daar interesse in hebben, zeker omdat ze zelf het bonnetje moeten betalen.
Heinhuis vindt het een redelijk verzoek. “Het belangrijkst voor mij is dat ik
zie dat bedrijven worden gefaciliteerd om hier te komen, maar lang niet altijd
iets voor de samenleving terug doen. Terwijl we wel de gevolgen zien voor de
stad. Die andere kant van de medaille is waar ik nu de nadruk op wil leggen.”

The largest party in the city, the PvdA, is calling
for an integration course in Amsterdammerschap for expats. That means language
courses, lessons about the history of the city and a visit to the Volunteer
Central Amsterdam.

They
themselves do not call it an integration course, but in fact the initiative
proposal of PvdA party chairman Lian Heinhuis is. An important difference: it
is not the government, but the business community that must take
responsibility. "They need to realize that they play a social role in
society."
It is more
than just a call from the Social Democratic politician. On Thursday, Heinhuis
will submit a real initiative proposal, in which she asks the mayor and
aldermen to take up the gauntlet and create a special program for expats
together with the business community and other institutions.
Heinhuis:
"You can earn money from the city, but you also have to do your bit. I
think it's only logical that companies feel responsible for facilitating expats
as much as possible to become part of Amsterdam society."
The
potential ingredients of the course: language lessons, introductions to
neighborhood initiatives, a visit to the Volunteer Central Amsterdam and
meetings with Amsterdammers who have been living in the city for some time.
According to the PvdA member, it should all ensure that the gap between expats
and Amsterdammers is narrowed.
Large influx of expats
Amsterdam's
population has been growing in recent years, mainly as a result of the arrival
of expats and international students. But where students are more likely to end
up in a community where they also meet Amsterdammers, many expats live in an
international bubble.
In theory,
expats only stay in the city temporarily, which means they don't have to meet
many conditions that apply to other migrants. In practice, however, it appears
that expats are increasingly staying in the city for a long time. Heinhuis:
"Why does one migrant have to integrate and the other doesn't?"
Incidentally,
she does not propose an official integration course, because that requires
national policy. Still, Heinhuis hopes that the city council, which will debate
her proposal later this year, will get serious about it. "I know we can't
enforce this, but I want to see companies take action."
The
question is whether companies are interested in this, especially since they
have to pay the receipt themselves. Heinhuis thinks it's a reasonable request.
"The most important thing for me is that I see that companies are
facilitated to come here, but they don't always give something back to society.
While we do see the consequences for the city. That other side of the coin is
what I want to emphasize now."
