O massacre de 7 de Outubro não tem justificação nem
desculpa. É um acto de pura agressão e de mortandade. Como tal tem de ser
julgado.

O
secretário-geral das Nações Unidas, António Guterres, teve uma frase infeliz,
pouco cuidadosa, susceptível de interpretações contraditórias, erradas ou
equívocas. A não ser, evidentemente, que ele quisesse dizer exactamente o que
disse. Se for esta última hipótese, o assunto é mais grave e o tema mais
importante do que um mero deslize de linguagem. Com efeito, tal quereria dizer
que o Hamas tem explicação e motivos para fazer o que faz. Ora, quem tem
explicação e motivos tem, sempre ou frequentemente, desculpa.
O massacre de 7
de Outubro teria assim as suas raízes nas decisões das Nações Unidas de 1947,
na opressão israelita, na desigualdade social, nos colonatos e na pobreza do
povo palestiniano. O que quer dizer que, além do Hamas, também o Hezbollah, a
Jihad, a Al-Qaeda, o Irão e a Síria têm desculpa e justificação. O que
significa que também a Alemanha nazi, os Estados Unidos, Israel, a Rússia, o
Congo e o Ruanda têm explicação e justificação. O que se aplicaria ainda a
Hitler, Mengele, Eichmann, Estaline, Mao Tsé Tung e Pol Pot. O que nos ajuda a
perceber as causas do comportamento de Al Capone, Pablo Escobar e Jack, o
Estripador. De acordo com o argumento inicial, toda esta gente, todos estes
povos e os respectivos governos foram sempre meros agentes históricos, veículos
sociais, protagonistas involuntários, sem responsabilidades pessoais, sem
culpas de partido ou de grupo, sem livre escolha dos seus actos. Todos os
comportamentos sociais e políticos teriam assim justificação. O que é diferente
de explicação. O que diminui a culpa e a autoria. E reduz as responsabilidades.
Evidentemente,
não deveria ser necessário dizê-lo, tudo tem as suas origens e as suas causas.
Como tudo tem o seu contexto e a sua circunstância. Cada momento da história de
um povo tem as suas grandezas e as suas misérias. Mas nada permite que as
glórias e os sofrimentos passados justifiquem e desculpem os crimes de hoje, as
agressões, os massacres e as violações do direito internacional. O massacre de
7 de Outubro não tem justificação nem desculpa. É um acto de pura agressão e de
mortandade. Como tal tem de ser julgado. A responsabilidade não é de 100 anos
de pobreza palestiniana, nem de 50 de colonatos. É, sim, das escolhas e das
decisões dos dirigentes do Hamas e dos seus aliados.
Compreende-se a
reacção de Israel, que pretende justamente liquidar um movimento político que
proclama a destruição de um Estado e de um povo. Mas, pela mesma ordem de
ideias, não se compreende que esse mesmo Estado recorra a meios condenados pelo
direito internacional, tal como o bombardeamento sistemático de populações. Não
por causa do passado, nem da história, nem do contexto. Mas simplesmente por
causa da humanidade e da vida. Nem um nem outro se justificam. A pobreza não
desculpa o 7 de Outubro. Como os pogroms não perdoam o bombardeamento.
Globalmente, no
universo das rivalidades, no panorama das relações internacionais, estou do
lado de Israel. Não porque esteja sempre de acordo com os seus governos. Não
porque aceite tudo quanto fazem. Também não por tudo o que são e defendem. Nem
por serem brancos. Nem ainda por terem sido vítimas de perseguições, de
expulsões e de massacres. Mas apenas e tão-só porque, tudo somado, Israel está
mais do lado da liberdade e da democracia do que os outros países seus rivais,
adversários e inimigos. Em caso de divergência e luta, não é a cor da pele, a
religião, a tradição, a etnia e a língua que me fazem tomar partido ou
simpatizar com uns, em detrimento de outros. É o lado da liberdade e da
democracia. Em caso de conflito, nenhum critério, pele, língua, etnia ou
religião, me faz tomar partido por um qualquer país, em qualquer parte do
mundo, Rússia, China, América ou África. Mas a democracia, sim.
Mais do que uma moda, é um vício do pensamento. Tudo
justificar pelo contexto, tudo explicar pelas origens e pelas causas, tudo
desculpar pelo sofrimento de alguém
Não tenho
dúvidas: em última instância, Israel fará sempre mais pela democracia do que o
Hamas, o Hezbollah e os governos do Irão, da Síria ou da Rússia. Como também
não tenho dúvidas em condenar a política do governo de Israel e de Netanyahu
relativamente aos colonatos, ao reconhecimento do Estado da Palestina e ao
embargo contra Gaza. Mesmo assim, estas políticas não são argumento suficiente
para ter uma qualquer simpatia por quem quer destruir o Estado de Israel. E nem
mesmo a compaixão pela sorte do povo da Palestina me faz acreditar no Hamas e
desejar a extinção de Israel.
Mais do que uma
moda, é um vício do pensamento. Tudo justificar pelo contexto, tudo explicar
pelas origens e pelas causas, tudo desculpar pelo sofrimento de alguém. O
assassino é filho de alcoólico, os seus actos necessitam ser compreendidos pela
condição paterna. O ladrão cresceu na barraca, os seus gestos compreendem-se
pela origem social. O desordeiro nasceu numa colónia, a sua conduta tem essa
explicação. O traficante de droga é filho de pais divorciados, a falta de amor
explica as suas acções. O violador é de uma família de capitalistas, os seus
procedimentos têm essa justificação. O activista viveu sob domínio, pode
cometer actos de terrorismo.
Vítimas da
colonização, da prisão dos pais, da etnia de origem, da condição da família,
dos bairros de nascimento, da falta ou do excesso de religião dos progenitores,
tudo é invocado para explicar e justificar. As escolhas de cada um, indivíduo,
grupo, comunidade ou povo, têm sempre explicação e justificação. O crime é
filho da miséria, da pobreza e da submissão. A violência é o resultado directo
da desigualdade. Um povo historicamente perseguido tem o direito de perseguir
outros. Uma comunidade submissa tem autoridade para destruir outras. Noutras
palavras ainda: as opções de cada um não são as opções de cada um, são o
resultado das origens. Os gestos dos indivíduos, das classes e dos povos não
são as suas decisões livres, mas tão-só os resultados dos processos históricos,
das condições sociais e dos percursos de vida. Este é o reino da indiferença,
da ausência de lei, da incerteza da responsabilidade e da marginalização dos
indivíduos.
É também o reino
da neutralidade, doença da humanidade, tal como diria Dante: é o local mais
quente do Inferno, mais insuportável, reservado para os neutros, para os que
escolheram a neutralidade em tempos de crise e de confronto. Reservado também
para os obcecados com o compromisso. Não necessariamente o equilíbrio razoável,
mas o compromisso entre tudo e todos. Ora, não há equidistância entre paz e
guerra. Entre democracia e ditadura. Entre liberdade e totalitarismo.

The Secretary-General of the United Nations,
António Guterres, had an unfortunate, careless phrase that is susceptible to
contradictory, wrong or equivocal interpretations. Unless, of course, he meant
exactly what he said. If the latter is the case, the matter is more serious and
the issue more important than a mere slip of language. In effect, this would
mean that Hamas has an explanation and reasons for doing what it does. Now,
those who have an explanation and motives always or often have an excuse.
The massacre of 7 October would thus have its
roots in the decisions of the United Nations of 1947, Israeli oppression,
social inequality, settlements and the poverty of the Palestinian people. This
means that, in addition to Hamas, Hezbollah, Jihad, Al-Qaeda, Iran and Syria
also have excuses and justifications. This means that Nazi Germany, the United
States, Israel, Russia, Congo and Rwanda also have an explanation and
justification. This would also apply to Hitler, Mengele, Eichmann, Stalin, Mao
Zedong and Pol Pot. Which helps us understand the causes of the behavior of Al
Capone, Pablo Escobar, and Jack the Ripper. According to the initial argument,
all these peoples, all these peoples and their governments have always been
mere historical agents, social vehicles, involuntary protagonists, without
personal responsibility, without party or group guilt, without free choice of
their actions. All social and political behaviour would thus be justified.
Which is different from explanation. What decreases guilt is authorship. And it
reduces responsibilities.
Of course, it should not go without saying,
everything has its origins and its causes. As everything has its context and
its circumstance. Every moment in the history of a people has its greatness and
its miseries. But nothing allows past glories and sufferings to justify and
excuse today's crimes, aggressions, massacres and violations of international
law. The massacre of 7 October has no justification or excuse. It is an act of
pure aggression and killing. As such it has to be judged. The responsibility is
not for 100 years of Palestinian poverty, nor for 50 years of settlements.
Rather, it is the choices and decisions of the leaders of Hamas and their
allies.
We can understand Israel's reaction, which
rightly seeks to liquidate a political movement that proclaims the destruction
of a state and a people. By the same token, however, it is incomprehensible
that this same state should resort to means condemned by international law,
such as the systematic bombardment of populations. Not because of the past, not
because of history, not because of context. But simply for the sake of humanity
and life. Neither one nor the other is justified. Poverty does not excuse October
7. As pogroms do not forgive bombing.
Globally, in the universe of rivalries, in the
panorama of international relations, I am on Israel's side. Not because you
always agree with your governments. Not because I accept everything they do.
Nor for all that they are and stand for. Not even because they are white. Nor
because they have been victims of persecution, expulsion and massacres. But
only because, all in all, Israel is more on the side of freedom and democracy
than its other rivals, adversaries and enemies. In case of disagreement and struggle,
it is not skin color, religion, tradition, ethnicity and language that make me
take sides or sympathize with some to the detriment of others. It is the side
of freedom and democracy. In the event of a conflict, no criterion, skin,
language, ethnicity or religion makes me take sides for any country, anywhere
in the world, Russia, China, America or Africa. But democracy does.
More than a fad, it is an addiction to
thought. Everything is justified by the context, everything is explained by the
origins and causes, everything is apologizing for someone's suffering
I have no doubt: in the final analysis, Israel
will always do more for democracy than Hamas, Hezbollah and the governments of
Iran, Syria or Russia. Nor do I have any doubts in condemning the policy of the
Israeli Government and Netanyahu with regard to settlements, the recognition of
the State of Palestine and the embargo against Gaza. Even so, these policies
are not enough of an argument to have any sympathy for those who want to
destroy the State of Israel. And not even compassion for the fate of the people
of Palestine makes me believe in Hamas and wish for the extinction of Israel.
More than a fad, it is an addiction to
thought. Everything is justified by the context, everything is explained by the
origins and causes, everything is to be excused by someone's suffering. The
murderer is the son of an alcoholic, his actions need to be understood by the
paternal condition. The thief grew up in the tent, his gestures are understood
by his social origin. The troublemaker was born in a colony, and his conduct
has that explanation. The drug dealer is the son of divorced parents, the lack
of love explains his actions. The rapist is from a family of capitalists, his
actions are justified by this. The activist who has lived under domination, he
can commit acts of terrorism.
Victims of colonization, of the imprisonment
of their parents, of the ethnicity of origin, of the condition of the family,
of the neighborhoods of birth, of the lack or excess of religion of the
parents, everything is invoked to explain and justify. The choices of each
individual, group, community or people, always have explanation and
justification. Crime is the child of misery, poverty and submission. Violence
is the direct result of inequality. A historically persecuted people has the
right to persecute others. A submissive community has the authority to destroy
others. In other words: everyone's options are not their own choices, they are
the result of origins. The actions of individuals, classes and peoples are not
their free decisions, but only the results of historical processes, social
conditions and life paths. This is the realm of indifference, lawlessness, the
uncertainty of responsibility, and the marginalization of individuals.
It is also the realm of neutrality, the
disease of humanity, as Dante would say: it is the hottest place in Hell, the
most unbearable, reserved for neutrals, for those who have chosen neutrality in
times of crisis and confrontation. Reserved also for those obsessed with
commitment. Not necessarily the reasonable balance, but the compromise between
everything and everyone. Now, there is no equidistance between peace and war.
Between democracy and dictatorship. Between freedom and totalitarianism.
