A classified CIA assessment has warned that deepening political, economic and social divisions could push Israel toward civil conflict or even state breakdown, according to a report published by Drop Site News in collaboration with Capital & Empire.

The August assessment, titled ‘Fracture From Within’, was produced by the CIA’s Red Cell, a unit tasked with challenging conventional intelligence assessments and examining alternative scenarios.

Drop Site said two US sources described the classified report and its conclusions and reported that “the CIA did not respond to the outlet’s request for comment.”

According to the report, CIA analysts identified a convergence of pressures ahead of Israel’s October 27 elections, including economic strain, soaring military expenditure, repeated reserve mobilizations, disputes over ultra-Orthodox exemptions from military service, settler violence in the occupied West Bank and Prime Minister Benjamin Netanyahu’s struggle to remain in power.

One intelligence source reportedly emphasized that the assessment was not presented as a remote hypothetical exercise.

“The writers of this are Israel experts,” the source told Drop Site. “This isn’t a fantastical what if—with the upcoming election and the fissures in Israel we should take seriously their conclusion that Israel is one spark away from real internal conflict.”

Armed Veterans, Social Fractures

According to Drop Site, the CIA assessment paid particular attention to the consequences of years of war for Israeli society.

Large numbers of Israeli soldiers and reservists have returned from prolonged combat in Gaza, Lebanon and Iran, while repeated mobilizations have disrupted families, employment and civilian life.

The report identified the combination of political polarization and a growing population of heavily armed veterans suffering psychological trauma as a potential source of instability.

One of Drop Site’s intelligence sources drew a historical comparison with Germany following World War I, while explicitly cautioning against treating the two situations as equivalent.

“Famously the Freikorps of Germany were PTSD-addled veterans with weapons and bloodthirst,” the source said.

“I’m not saying Israel post Gaza is Germany post-WWI but there are certainly aspects of this that ring similar to me,” the source added, according to the report.

The CIA assessment reportedly examined how these pressures could interact with an already deeply polarized political system and potentially turn political confrontation into what the report termed “civil conflict.”

Ultra-Orthodox Draft Crisis

Another major source of internal tension identified in the assessment is the dispute over military exemptions for ultra-Orthodox Jewish men.

Ultra-Orthodox men have historically received broad exemptions from military service to pursue religious studies. According to the report, the arrangement has become increasingly contentious following years of war and repeated mobilizations of Israeli reservists.

For many reservists and their families, the dispute centers on why some sections of Israeli society continue to carry the military burden while others remain exempt.

The disagreement is not principally rooted in ultra-Orthodox opposition to Israel’s wars. Ultra-Orthodox leaders have traditionally argued that military service threatens their religious way of life and their obligation to Torah study.

However, amid prolonged warfare, the exemptions have become an increasingly potent political and social issue.

Economic Pressure after Years of War

The CIA assessment also reportedly identified Israel’s deteriorating economic conditions and rapidly increasing military expenditure as potential destabilizing factors.

Israeli households have faced rising living costs alongside the broader economic consequences of years of military operations.

Food prices, including fresh fruits and vegetables, have risen 9.5 percent over the past two years, according to figures cited by Drop Site.

Military spending has simultaneously increased significantly as Israel has conducted operations across Gaza, Lebanon, Iran and elsewhere in the region.

The CIA assessment reportedly warned that further economic deterioration could interact with political polarization and military exhaustion, worsening existing fractures.

Netanyahu and the October Election

The assessment comes weeks before Israel’s October 27 election, with neither Netanyahu’s political bloc nor his opponents assured of a governing majority.

Recent Israeli polling cited by Drop Site showed both the Netanyahu and anti-Netanyahu blocs struggling to reach the 61 parliamentary seats necessary to form a government.

Opposition to Netanyahu, however, does not necessarily translate into opposition to Israel’s conduct in Gaza or its broader regional wars.

Drop Site noted that much of the political opposition to Netanyahu has centered instead on his management of the conflicts, the October 7 security failure and his domestic policies.

The anti-Netanyahu Zionist opposition is itself divided over leadership and potential coalition arrangements.

According to Drop Site, the CIA assessment also identified Netanyahu’s efforts to retain power and the possibility of a constitutional crisis as factors capable of intensifying the instability.

Israel Becoming a ‘Pariah State’

Israel’s growing international isolation was another factor reportedly identified in the classified assessment.

Drop Site said the CIA report examined the possibility that Israel’s increasing status as a pariah state could contribute to internal breakdown.

The issue is particularly significant in relation to the United States, which has historically provided Israel with extensive military, diplomatic and political support.

A separate CIA assessment reported by Capital & Empire in July found that Israeli officials themselves were increasingly concerned about the erosion of US political support.

According to that earlier reporting, Israeli officials believed the political consensus sustaining the US-Israel relationship was weakening and that reliance on billions of dollars in direct American military assistance could eventually become politically difficult to maintain.

The assessment reportedly found that Israeli officials were responding by seeking deeper integration into the US military, intelligence and defense establishment, creating institutional relationships that would be more difficult for future administrations to reverse.

‘Growing Frustrated’ with Israel

Drop Site reported that frustration with Israel is also increasing within sections of the US intelligence and military establishment.

One intelligence source offered an unusually direct description of that sentiment.

“The intelligence community, like America, like the military, like everywhere, is growing frustrated with the real and political capital that’s spent on propping up Israel,” the source said.

The official linked that frustration directly to Washington’s war with Iran and Israel’s intelligence activities against the United States.

“As we’re moving forward with further integrating our military-industrial capacity with them, there’s deep frustration that we’re doing this for a country that dragged us into a war we’re losing, a country that spies on us,” the official reportedly added.

Public opinion has also shifted. According to a Pew Research Center survey cited in the report, 60 percent of Americans viewed Israel unfavorably by spring 2026, compared with 53 percent a year earlier.

What Could Trigger ‘Civil Conflict’?

The Red Cell assessment reportedly attempted to model what might happen if Israel’s existing political and social divisions deteriorated further.

According to the two sources who described the document to Drop Site, the CIA explicitly used the term “civil conflict.”

Among the scenarios examined was the possibility that international technology and artificial intelligence companies could withdraw investment, operations or personnel from Israel.

Such a development could further damage an economy in which the technology sector plays a central role.

The report also considered whether regional governments could reconsider the strategic and political benefits of normalization with Israel if the country became increasingly unstable.

Another scenario involved Hamas or Hezbollah attempting to exploit a period of severe Israeli domestic weakness. The assessment did not, according to the reporting provided, predict that any one of these outcomes was certain.

Rather, it examined how existing pressures could interact and whether a triggering event could transform political and social fractures into a much broader internal confrontation.

An Image of Invulnerability under Strain

For decades, Israel has sought to project military strength, intelligence superiority and internal cohesion as central components of its regional power.

The CIA assessment described by Drop Site suggests US intelligence analysts are examining whether those assumptions can continue to hold after years of war.

The pressures identified in ‘Fracture From Within’ are not primarily military threats from outside Israel.

They arise internally: economic strain, political paralysis, resentment over military service, heavily armed veterans returning from war, declining international support and an increasingly polarized struggle over the country’s political direction.
