autárquicas: o primeiro debate de Lisboa
O
primeiro debate entre os principais candidatos à Câmara de Lisboa - Carlos
Moedas, Alexandra Leitão, João Ferreira (CDU) e Bruno Mascarenhas (Chega) -
teve lugar na antena da SIC Notícias. A tragédia recente com o elevador da
Glória marcou o arranque de um debate que apesar de ter começado morno, aqueceu
com o tema da habitação e terminou a "cheirar mal".

Depois de
Braga, a capital esteve em discussão, esta noite, na antena da SIC Notícias.
Carlos Moedas (PSD/CDS/IL), Alexandra Leitão (PS/Livre/BE/PAN), João Ferreira
(CDU) e Bruno Mascarenhas (Chega) estiveram frente a frente no primeiro debate
rumo às eleições autárquicas de 12 de outubro.
O
acidente com o elevador da Glória marcou o início do debate, com Alexandra
Leitão a pedir “esclarecimentos” e o apuramento das responsabilidades para “não
só honrar as vítimas mas, sobretudo, ”evitar que uma tragédia como destas volte
a acontecer".
Ditou o
sorteio que Carlos Moedas fosse o segundo a intervir, reiterando que esteve no
terreno e a tomar “muitas decisões” em coordenação com o Governo por se tratar
de “um acidente trágico que não era só de Lisboa, mas nacional e
internacional”. Quanto a demitir-se, repetiu que seria “uma cobardia” e disse
estar confiante, tendo em conta o que sente na rua, de que não será prejudicado
por este acidente, até porque: “Nós demos todos os recursos à Carris”.
Opinião
contrária manifestou o candidato da CDU: “Não concordo, não demos. E a melhor
evidência disso já a tinhamos antes do acidente é que a Carris funciona mal, os
transportes públicos em Lisboa e a Carris é um elemento estruturante da
mobilidade em Lisboa, funciona mal, tem poucos percursos, horários em que não
se pode confiar, zonas a descoberto à noite e ao fim de semana (…), a Carris
não cumpre a sua função”.
“No que
toca à despesa com a manutenção dos elevadores não houve um aumento”,
acrescentou a candidata socialista.
Números
de casas vs chaves entregues
As
propostas de todos os candidatos para um dos principais problemas na capital
passa por várias medidas - algumas partilhadas - e que preveem a construção de
milhares de habitações.
Para o
PS, a “construção municipal deve ser acelerada” em zonas como o Restelo,
Marvila, a Tapada das Necessidades, a “emergência” do problema exige parcerias
municipais que incluam público, privado e cooperativo, e é, concluiu Alexandra
Leitão, “mobilizar prédios devolutos", desde logo os municipais e
públicos.
Já o
atual autarca da capital declarou que se há assunto em que está ”à vontade com
os lisboetas é com a habitação” e lançou números para a mesa do debate: “Já
entregámos chaves a 2.804 famílias que de outra maneira não conseguiam ter
casa, metade dessas casas para renda apoiada e outra metade para renda
acessível (…). E depois ajudámos mais 1.300 famílias a pagar a renda”.
Para o
candidato do Chega, a solução para uma Lisboa que ”está, de certa forma, ao
abandono" é “construir através de investimento privado” e “privilegiando
jovens portugueses”.
João
Ferreira alertou que “a dimensão e gravidade do problema” é tal que exige uma
robutez de políticas nacionais não só em Lisboa mas no conjunto da aérea
metropolitana, assinalando que a capital, ao contrário de outras cidades
europeias, “tem um défice de habitação pública”.
Antes da
mudança de tema, a candidata socialista alertou para o que classificou de
“muito falacioso: a história das chaves. (…) Destas 2.800, 1.264 estavam em
construção quando Carlos Moedas chegou e era importante que o dissesse. E das
restantes, uma parte pequena é nova.
Chaves
entregues e casas novas são dois conceitos diferentes”. O caminho, prosseguiu,
passa por “libertar casas para um arrendamento duradouro e permanente é para
isso “é preciso restringir o Alojamento Local (AL)” porque “Lisboa precisa de
equilibrio entre turismo e casas para as pessoas viverem”,
Segurança:
câmaras, luz e menos degradação
O tema da
imigração entrou no debate com Carlos Moedas a garantir que o atual executivo
camarário aumentou “muito a fiscalização” mas, reiterou, “precisamos de um
política de imigração que seja eficaz” para dar dignidade aos imigrantes de que
Portugal precisa como força de trabalho, até porque “a manifestação de
interesse era um erro terrivel mas ainda temos um grande trabalho a fazer”.
Já Bruno
Mascarenhas declarou que “só podemos integrar aqueles que querem ser integrados
e têm uma raiz cultural connosco”, enquanto João Ferreira salientou que as
câmaras municipais não “definem políticas de imigração essa é uma competência
do Estado central”, a câmara o que deve fazer “é cuidar da realidade do
concelho da melhor forma possivel, Lisboa deve ser uma cidade aberta ao país,
ao mundo e inclusiva”.
Seguiu-se
a questão da segurança com Alexandra Leitão a defender que a “insegurança é
conceito muito amplo”, dando deste logo o exemplo de que a segurança é ter
iluminação pública, não ter “espaços públicos degradados" - como o Jardim
da Estrela, do Principe Real. E, acrescentou, ”evitar a insegurança é menos
deagradação, menos lixo, mais iluminação".
“Quando
cheguei à Câmara em 2021, o serviço de iluminação criado pelo executivo
socialista tinha 16 pessoas para uma cidade da dimensão de Lisboa, nós estamos
a duplicar esse serviço mas não conseguimos em quatro anos corrigir os erros de
14 anos”, afirmou Moedas sendo interrompido por Alexandra Leitão: “Se gasta
mais e tem menos iluminação, gere mal”.
Se para o
candidato do Chega, a solução passa por dar “mais competências” à polícia
municipal" e pela criação de um centro de instalação temporária para
imigrantes que chegam ao aeroporto de Lisboa, para o candidato da CDU, o fecho
de várias esquadras de proximidade quebraram “uma relação fundamental numa
dimensão preventiva da segurança”.
A fechar
um debate de mais de uma hora, a socialista lançou os temas da higiene urbana,
afirmando que “Lisboa nunca foi tão suja, nunca cheirou tão mal como agora”, e
da mobilidade, considerando que a capital se tornou “uma cidade hostil para os
peões”
"Houve
investimento apenas no carro" e a "Carris nunca andou tão devagar,
(…) não se fez um quilómetro de faixas BUS, pelo contrário, até se diminuiu”,
disse, defendendo que "é preciso cumprir horários, quer na Carris quer no
próprio Metro”.
O
candidato do Chega prometeu “acabar com parte das ciclovias para dar fluidez ao
tráfego” e João Ferreira entende ser necessário "duplicar o investimento
anual na Carris” para 100 milhões de euros ao longo do próximo mandato e
defendeu o abandono do projeto da linha circular no Metro de Lisboa.
Quanto a
Carlos Moedas, ouviu as críticas mas já não teve tempo para qualquer
comentário.
Local
elections: Lisbon's first debate
The first
debate between the main candidates for the Lisbon City Council - Carlos Moedas,
Alexandra Leitão, João Ferreira (CDU) and Bruno Mascarenhas (Chega) - took
place on the SIC Notícias antenna. The recent tragedy with the Glória elevator
marked the start of a debate that, despite having started lukewarm, heated up
with the theme of housing and ended up "smelling bad".

After
Braga, the capital was under discussion tonight on the SIC Notícias antenna.
Carlos Moedas (PSD/CDS/IL), Alexandra Leitão (PS/Livre/BE/PAN), João Ferreira
(CDU) and Bruno Mascarenhas (Chega) were face to face in the first debate
towards the local elections on October 12.
The
accident with the Glória elevator marked the beginning of the debate, with
Alexandra Leitão asking for "clarifications" and the determination of
responsibilities to "not only honor the victims but, above all,
"prevent a tragedy like this from happening again".
The draw
dictated that Carlos Moedas would be the second to intervene, reiterating that
he was on the ground and making "many decisions" in coordination with
the Government because it was "a tragic accident that was not only in
Lisbon, but nationally and internationally". As for resigning, he repeated
that it would be "cowardice" and said he was confident, taking into
account what he feels on the street, that he will not be harmed by this
accident, not least because: "We gave all the resources to Carris".
The CDU
candidate expressed the opposite opinion: "I don't agree, we didn't give.
And the best evidence of this we already had before the accident is that Carris
works badly, public transport in Lisbon and Carris is a structuring element of
mobility in Lisbon, it works badly, it has few routes, schedules that cannot be
trusted, uncovered areas at night and at the weekend (...), Carris does not
fulfill its function".
"With
regard to the expenditure on the maintenance of elevators, there was no
increase," added the socialist candidate.
House
numbers vs keys delivered
The
proposals of all the candidates for one of the main problems in the capital
include several measures - some shared - and which provide for the construction
of thousands of homes.
For the
PS, the "municipal construction must be accelerated" in areas such as
Restelo, Marvila, Tapada das Necessidades, the "emergency" of the
problem requires municipal partnerships that include public, private and
cooperative, and is, concluded Alexandra Leitão, "mobilize vacant
buildings", starting with municipal and public ones.
The
current mayor of the capital, on the other hand, declared that if there is a
subject in which he is "comfortable with the people of Lisbon, it is with
housing" and released numbers for the debate table: "We have already
handed over keys to 2,804 families who otherwise could not have a home, half of
these houses for supported rent and the other half for affordable rent (...).
And then we helped another 1,300 families to pay the rent".
For the
Chega candidate, the solution for a Lisbon that "is, in a way,
abandoned" is to "build through private investment" and
"privileging young Portuguese".
João
Ferreira warned that "the dimension and seriousness of the problem"
is such that it requires a robutity of national policies not only in Lisbon but
in the metropolitan area as a whole, pointing out that the capital, unlike
other European cities, "has a deficit of public housing".
Before
the change of topic, the socialist candidate warned of what she classified as
"very fallacious: the history of the keys. (…) Of these 2,800, 1,264 were
under construction when Carlos Moedas arrived and it was important that he said
so. And of the rest, a small part is new.
Delivered
keys and new houses are two different concepts". The way, he continued, is
to "free up houses for a lasting and permanent rental and for that
"it is necessary to restrict Local Accommodation (AL)" because
"Lisbon needs a balance between tourism and houses for people to live
in",
Security:
cameras, light and less degradation
The issue
of immigration entered the debate with Carlos Moedas assuring that the current
city council executive has increased "a lot of inspection" but, he
reiterated, "we need an immigration policy that is effective" to give
dignity to the immigrants that Portugal needs as a workforce, not least because
"the expression of interest was a terrible mistake but we still have a lot
of work to do".
Bruno
Mascarenhas, on the other hand, declared that "we can only integrate those
who want to be integrated and have a cultural root with us", while João
Ferreira pointed out that the city councils do not "define immigration
policies, this is a competence of the central State", the chamber what it
must do "is to take care of the reality of the municipality in the best
possible way, Lisbon must be a city open to the country, to the world and inclusive".
This was
followed by the issue of security with Alexandra Leitão arguing that
"insecurity is a very broad concept", giving the example that
security is having public lighting, not having "degraded public
spaces" - such as Jardim da Estrela, in Principe Real. And, he added,
"avoiding insecurity is less displeasure, less garbage, more
enlightenment."
"When
I arrived at the Chamber in 2021, the lighting service created by the socialist
executive had 16 people for a city the size of Lisbon, we are doubling that
service but we have not been able to correct the mistakes of 14 years in four
years", said Moedas being interrupted by Alexandra Leitão: "If you
spend more and have less lighting,
mismanages".
If for
the Chega candidate, the solution is to give "more competences" to
the municipal police" and the creation of a temporary installation center
for immigrants arriving at Lisbon airport, for the CDU candidate, the closure
of several proximity police stations broke "a fundamental relationship in
a preventive dimension of security".
Closing a
debate of more than an hour, the socialist launched the themes of urban
hygiene, stating that "Lisbon has never been so dirty, it has never
smelled as bad as it does now", and mobility, considering that the capital
has become "a hostile city for pedestrians"
"There
was investment only in the car" and "Carris has never gone so slowly,
(...) not a kilometer of BUS lanes was made, on the contrary, it was even
reduced", he said, arguing that "it is necessary to comply with
schedules, both in Carris and in the Metro itself".
The Chega
candidate promised to "end part of the bike lanes to give traffic
fluidity" and João Ferreira understands that it is necessary to
"double the annual investment in Carris" to 100 million euros over
the next term and defended the abandonment of the circular line project in the
Lisbon Metro.
As for
Carlos Moedas, he heard the criticism but no longer had time for any comment.
