"duelo" autárquico a quatro, Elevador da Glória inaugurou um frente a
frente que passou pela segurança, higiene urbana, imigração e habitação, com
confrontos entre PSD, PS, CDU e Chega.

Carlos
Moedas nunca se teria demitido na sequência do acidente do Elevador da Glória,
a 3 de setembro, porque, afirmou, "seria um ato de cobardia". Mas não
foi este tema que dominou o debate desta noite de segunda-feira, 15 de
setembro, na SIC, até porque, nesta matéria, Alexandra Leitão voltou a falar em
"serenidade" e "tempo".
A
candidata socialista foi a primeira a falar e não apresentou perguntas novas,
de acordo com o que considerou, sobre o acidente.
"É
preciso esclarecimentos, é preciso apurar responsabilidades", porque,
acima de tudo, "é uma forma de evitar que torne a acontecer",
sustentou, antes de dizer que "é uma forma de honrar as vítimas".
Confrontado
com o mesmo tema, o atual presidente da Câmara de Lisboa, Carlos Moedas,
assumiu "toda a responsabilidade política", como afirmou ter assumido
"sempre", mas argumentou que teve de tomar "muitas
decisões", "coordenar" a situação, até porque o acidente não era
só de Lisboa, "era nacional" e "internacional".
"Os
lisboetas e os portugueses foram bombardeados com uma contra informações",
justificou, enquanto trazia para o debate o Governo, por ter estado, disse, a
coordenar a tragédia "com a ministra da Saúde, da Justiça, dos Nergócios
Estrangeiuros e da Administração Interna".
"Temos
a nossa responsabilidade política", insitiu, mas com a justificação de que
"numa empresa em que o acionista único é a Câmara" foram dados
"todos os recursos à Carris".
Questionado
pela jornalista sobre se uma eventual perda nas eleições de 12 de outubro seria
pela gestão que fez da tragédia, Carlos Moedas garantiu que confia nos
lisboetas.
"Há
o dia-a-dia na rua, que é diferente dos comentários dos órgãos de comunicação
social", explicou, enquanto lembrava que é "o presidente que em
quatro anos" conseguiu "fazer muito mais do que conseguiu fazer em 14
anos o PS".
Com
ironia, o candidato do Chega à Câmara de Lisboa, Bruno Mascarenhas, disse que
lhe custa "ver o incómodo do PS e do PSD" perante este problema, a
"tentar atirar o problema para a frente".
Bruno
Mascarenhas disse ter identificado "os problemas que havia na
Carris", não os técnicos, mas os salariais e as reivindicações dos
trabalhadores.
"A
Câmara fugiu ao debate e não quis estar no local próprio que é Assembleia
Municipal", acusou, em relação à Carris.
"Na
definição de políticas, a Câmara tem uma posição claríssima", observou.
Com um
apelo para que se aguardasse "as conclusões" sobre o acidente, o
candidato da CDU, João Ferreira, lembrou que "há um conjunto de medidas
para o presente e para o futuro" que têm de ser seguidas, desde logo
"avaliar sistemas de redundância", que, apontou, "não
existirão", acrescentando à análise "elementos críticos".
Para
isto, é preciso aguardar pela "constituição da comissão", e será
necessário fazer "ma reflexão mais ampla", também sobre "opções
que se tomaram no passado ".
João
Ferreira acabaria por falar em "opções de externalização", que é
necessário questionar, junto com tudo o resto.
Sobre a
Carris, discordou com Moedas quando este disse "que demos todos os
meios".
Ultrapassado
o acidente do Elevador da Glória, o debate abordou questões de segurança,
mobilidade, higiene urbana e imigrantes.
Neste
último ponto, o candidato do Chega disse haver uma "discriminação
positiva" relativamente a imigrantes, por, acusou, estarem a ser
beneficiados no acesso à saúde, às escolas, "muitas vezes deixando os
nossos para trás".
"Desde
logo no acesso às creches", completa.
Com
críticas a Carlos Moedas por ter apelado à "multiculturalidade",
Bruno Mascarenhas defendeu que "só podemos integrar os que querem ser
integrados, os que têm uma raiz cultural connosco e não as pessoas que vêm do
Hindustão. É um erro querer integrar essas pessoas", rematou.
Carlos
Moedas garantiu que foi "dos primeiros políticos a falar sobre o que se
estava a passar na imigração” e argumentou que é defensor de uma política
“eficaz”, que “escolha o tipo de pessoas que se quer para trabalhar”.
Com esta
ideia, rejeitou visões “extremistas”, mas com uma nota de melhoria nos bairros
mais "complicados", com um aumento de Polícia Municipal.
João
Ferreira, apoiado por Alexandra Leitão, lembra que "as câmaras municipais
não definem políticas de imigração", ainda que possam "cuidar da
realidade do concelho da melhor maneira".
Enquanto
defende a ideia de que Lisboa deve ser "inclusiva", com medidas que
permitam a integração de imigrantes, o candidato da CDU lembra que a sua
coligação propõe a criação de uma "embaixada solidária", que permite
que os imigrantes adquiram "competências linguísticas", num trabalho
que, defende, deve ser desenvolvido em "trabalho conjunto com as
associações".
Sobre
habitação, Alexandra Leitão atacou o Alojamento Local e o facto de Carlos
Moedas não ter permitido a aprovação do regulamento deste setor, mas, antes,
argumentou que Lisboa tem a "capacidade de fazer 4500 fogos em muitos dos
programas de renda acessível que não saíram do papel”, o que, sublinhou, “exige
que se tenha todas as ferramentas ao dispor: público, privado e cooperativo”.
A
explicação da candidata socialista passou por uma “majoração em todos os
empreendimentos privados que aceitem pôr 25% da construção em arrendamento
acessível”.
No
contra-ataque, Carlos Moedas acusou o PS de ter “feito tudo para bloquear”
empreendimentos com privados.
O autarca
garantiu que, só nesta segunda-feira, entregou "2804 chaves a famílias que
de outra maneira não conseguiam ter casa", referindo-se a um programa de
"renda acessível".
Depois de
uma referência a "jovens que hoje não conseguem" morar em Lisboa, o
autarca também referiu "mais 1300 famílias a quem" a Câmara pagou
parte das rendas, num apoio à renda.
Para além
disto, argumenta que quando chegou ao Executivo municipal havia "256 casas
de renda acessível em construção".
"Agora,
são quase mil", garante, enquanto diz que "o vereador João Ferreira
sabe bem isto".
Sobre as
substituições na sua equipa diz que "é normal que ao fim de quatro anos
haja desgaste".
O debate
terminou com as prioridades dos candidatos à Câmara de Lisboa.
Alexandra
Leitão afirmou que "Lisboa nunca cheirou tão mal" como agora, numa
crítica aos serviços de higiene urbana.
"E
não sou eu que o digo", garante, numa alusão a queixas que lhe chegaram
por várias vias.
"Tem
de haver recolha sete dias por semana", argumentou, acrescentando que
também tem de haver "central de lavagem de contentores".
"É
preciso fazer estudo de carga nesta matéria", destacou, como já o tinha
feito para outras matérias, como a mobilidade, onde usou a mesma formulação que
tinha usado em relação ao lixo: "A mobilidade regrediu nos últimos quatro
anos."
"Temos
uma cidade que hoje é hostil aos peões", acusou, apelando a
"equilíbrio", que se conseguiria, justificou, com "mais
circuitos, horários alargados".
"É
preciso cumprir horários", sustentou, enquanto lembrou que "a Carris
nunca andou tão devagar como agora". "13 quilómetros por horas",
disse. "É preciso tornar mais acessível [os transportes público], daí a
gratuitidade", rematou.
"O
transporte público não tem em 2024 os mesmo utilizadores que tinham em
2019", afirmou, enquanto dizia que isto acontece porque "não tem
qualidade".
Questionado
sobre as medidas que prevê para os sem-abrigo, que implica reduzir a zero o
número de pessoas nesta circunstância, Bruno Mascarenhas insistiu sobre a
mobilidade, com um ataque às ciclovias.
"Continuam
a ser feitas ciclovias sem projeto e sem interesse para a cidade",
argumentou, enquanto defendia a ideia de que é preciso "acabar com parte
das ciclovias para dar fluidez ao tráfego".
Sobre
higiene urbana, Bruno Mascarenhas diz que se deve à "falta de qualidade
dos autarcas". "Boys e playboys do PSD", afirmou.
Sobre a
medida das pessoas em situação de sem-abrigo, o candidato do Chega explica que
defende que haja "um gestor por pessoa".
"O
objetivo é que as pessoas sejam acompanhadas" e que haja
"reintegração".
Sobre as
prioridades da CDU, João Ferreira destaca as "condições de
pedonalização", defendendo que é preciso "adaptar condições
urbanísticas". Isto incui "duplicar o orçamento" o orçamento da
Carris, o que custaria "100 milhões de euros". Metade do valor da
devolução do IRS dada por Moedas, argumenta.
Sobre o
metro, que diz ter "um papel reestruturante da mobilidade", o
candidato do PCP vira-se para o PS e para a "linha circular". Uma "opção que PS teimou contra tudo e
todos vai agravar este problema", justificou, e que "é necessário
abandonar". "Criar uma linha que funcione em sistema de laço",
defendeu.
Sobre a
higiene urbana, João Ferreira lembrou que é um "problema de fundo",
como já o fizera noutras ocasições, falando em "clarificar competências de
junta e municipais".
"Aquilo
que dependia de uma entidade depende de 25 entidades", lembra, numa alusão
à Câmara Municipal e às 24 juntas de freguesia de Lisboa.
"Gasta-se
mais dinheiro, há desarticulação", lembra.

CDU acusa
Moedas de desviar património público para construir hotéis
João
Ferreira defende que "só a Câmara não vai resolver o problema da
habitação", dada a gravidade do problema, pelo que é preciso
"produzir o parque habitacional público", "também para exercer
um efeito de contenção" no mercado, explica.
Com a
ideia de que "a Câmara tem instrumentos para dar um contributo muito
grande" neste tema, o candidato comunista refere "terrenos municipais
e património municipal disperso", como por exemplo o "hotel do
quartel da Graça", que só é um hotel "porque alguém na Câmara tratou
de concessionar".
"Estamos
dependentes de mudanças que vão além do âmbito municipal", sublinha,
enquanto acusa Carlos Moedas de não ter concluído "uma revisão do
regulamento do Alojamento Local".
Portanto,
remata, houve uma "aprovação irrestrita de novas unidade hoteleiras"
que deriva de "antigo património público que hoje podia ser renda
acessível".

devolução do IRS, num pacote de corte fiscal em Lisboa.
São
"270 milhões de euros que implicou" a devolução do IRS, diz João
Ferreira, lembrando que "este dinheiro não vai para à população".
"É
mais do que se vai gastar na maior obra da cidade", argumento, com uma
alusão ao túnel de drenagem e "daria para reabilitar todas as
escolas".
"É
dinheiro de que a Câmara poderia dispor" como "recurso de
todos", mas "beneficia apenas alguns", remata.

Mascarenhas, do Chega, argumentou que a integração de imigrantes hindostânicos
não é possível.
Moedas

Arrancou
o autárquico por Lisboa. O presidente da Câmara garante que ter apresentado a
demissão perante o acidente do Elevador da Glória seria "uma
corbardia", apesar de reiterar que assume toda a responsabilidade
política.
Nestes
termos, Alexandra Leitão vinca que "é preciso esclarecimentos",, na
mesma medida em que "é preciso apurar responsabilidades", para que
não volte a acontecer acidentes como estes, mas diz que é preciso fazê-lo com
"tempo e serenidade".
Carlos
Moedas garante que foram dados todos os recursos à Carris, mas João Ferreira
discorda com o incumbente, optando por apontar pontos que implicam uma
"reflexão", como a "externalização" da manutenção do
Elevador da Glória.
Debate
prevê-se "sereno", mas com farpas
No sábado
passado, 13 de setembro, a candidata socialista à Câmara de Lisboa, Alexandra
Leitão, durante a Convenção Autárquica Nacional do PS, pediu que fosse feito um
"debate sereno" em torno das várias "cargas" de que sofre
Lisboa, desde a turística à da mobilidade, numa referência ao acidente do
início do mês, no Elevador da Glória, onde morreram 16 pessoas. Prevê-se que
este tema não seja esgrimido contra Carlos Moedas, o incumbente, até porque a
moção de censura apresentada pelo Chega, com argumentos de que foi “uma falha
política e institucional”, não passou no crivo da Assembleia Municipal de
Lisboa, quase por unanimidade.
Ainda
assim, esta noite, o debate, que inicialmente estava previsto ser só entre
Carlos Moedas e Alexandra Leitão, vai ter como protagonistas também João
Ferreira da CDU, e Bruno Mascarenhas, do Chega.
Estas
duas últimas forças políticas marcam presença neste frente a frente depois da
CDU ter avançado com uma queixa à Entidade Reguladora para a Comunicação Social
(ERC) e à Comissão Nacional de Eleições (CNE) por o candidato comunista, que é
vereador municipal desde 2013, não ter sido incluído no confronto, o que levou
a SIC a reprogramar o encontro.

Moedas

Carlos
Moedas would never have resigned following the Elevador da Glória accident, on
September 3, because, he said, "it would be an act of cowardice". But
it was not this topic that dominated the debate this Monday night, September
15, on SIC, not least because, in this matter, Alexandra Leitão once again
spoke of "serenity" and "time".
The
socialist candidate was the first to speak and did not present new questions,
according to what she considered, about the accident.
"Clarifications
are needed, responsibilities need to be ascertained", because, above all,
"it is a way to prevent it from happening again", he maintained,
before saying that "it is a way of honoring the victims".
Faced
with the same issue, the current mayor of Lisbon, Carlos Moedas, took "all
political responsibility", as he said he had "always", but
argued that he had to make "many decisions", "coordinate"
the situation, not least because the accident was not only in Lisbon, "it
was national" and "international".
"The
people of Lisbon and the Portuguese were bombarded with
counter-information", he justified, while bringing the Government to the
debate, for having been, he said, coordinating the tragedy "with the
Minister of Health, Justice, Foreign Trades and Internal Administration".
"We
have our political responsibility", he insisted, but with the
justification that "in a company where the only shareholder is the
Chamber" "all resources were given to Carris".
Asked by
the journalist if a possible loss in the October 12 elections would be due to
his management of the tragedy, Carlos Moedas assured that he trusts the people
of Lisbon.
"There
is the day-to-day life on the street, which is different from the comments of
the media", he explained, while recalling that he is "the president
who in four years" managed to "do much more than the PS managed to do
in 14 years".
With
irony, the Chega candidate for the Lisbon City Council, Bruno Mascarenhas, said
that it is difficult for him to "see the discomfort of the PS and the
PSD" in the face of this problem, "trying to throw the problem
forward".
Bruno
Mascarenhas said he had identified "the problems that there were at
Carris", not the technicians, but the wages and the workers' demands.
"The
City Council ran away from the debate and did not want to be in the proper
place that is the Municipal Assembly", he accused, in relation to Carris.
"In
the definition of policies, the Chamber has a very clear position," he
noted.
With an
appeal to wait for "the conclusions" about the accident, the CDU
candidate, João Ferreira, recalled that "there is a set of measures for
the present and for the future" that have to be followed, starting with
"evaluating redundancy systems", which, he pointed out, "will
not exist", adding to the analysis "critical elements".
For this,
it is necessary to wait for the "constitution of the commission", and
it will be necessary to make "a broader reflection", also on
"options that have been taken in the past".
João
Ferreira would end up talking about "outsourcing options", which need
to be questioned, along with everything else.
About
Carris, he disagreed with Moedas when he said "that we gave all the
means".
After the
Elevador da Glória accident, the debate addressed issues of safety, mobility,
urban hygiene and immigrants.
On this
last point, the Chega candidate said there was "positive
discrimination" in relation to immigrants, because, he accused, they were
benefiting in access to health, to schools, "often leaving ours
behind".
"From
the outset in access to daycare centers", he adds.
Criticizing
Carlos Moedas for having called for "multiculturalism", Bruno
Mascarenhas argued that "we can only integrate those who want to be
integrated, those who have a cultural root with us and not people who come from
Hindustan. It is a mistake to want to integrate these people", he
concluded.
Carlos
Moedas assured that he was "one of the first politicians to talk about
what was happening in immigration" and argued that he is an advocate of an
"effective" policy, which "chooses the type of people you want
to work with".
With this
idea, he rejected "extremist" views, but with a note of improvement
in the most "complicated" neighborhoods, with an increase in
Municipal Police.
João
Ferreira, supported by Alexandra Leitão, recalls that "the city councils
do not define immigration policies", although they can "take care of
the reality of the municipality in the best way".
While
defending the idea that Lisbon should be "inclusive", with measures
that allow the integration of immigrants, the CDU candidate recalls that his
coalition proposes the creation of a "solidarity embassy", which
allows immigrants to acquire "language skills", in a work that, he
argues, should be developed in "joint work with associations".
On
housing, Alexandra Leitão attacked Local Accommodation and the fact that Carlos
Moedas did not allow the approval of the regulation of this sector, but,
rather, argued that Lisbon has the "capacity to make 4500 dwellings in
many of the affordable rent programs that did not get off the ground",
which, she stressed, "requires that you have all the tools at your
disposal: public, private and
cooperative".
The
socialist candidate's explanation included an "increase in all private
developments that accept to put 25% of construction in affordable rent".
On the
counterattack, Carlos Moedas accused the PS of having "done everything to
block" private enterprises.
The mayor
assured that, this Monday alone, he handed over "2804 keys to families who
otherwise could not have a home", referring to an "affordable
rent" program.
After a
reference to "young people who today cannot" live in Lisbon, the
mayor also referred to "another 1300 families to whom" the City
Council paid part of the rents, in support of the rent.
In
addition to this, he argues that when he arrived at the municipal executive
there were "256 affordable rent houses under construction".
"Now,
there are almost a thousand", he guarantees, while saying that
"councilman João Ferreira knows this well".
About the
substitutions in his team, he says that "it is normal that after four
years there is wear and tear".
The
debate ended with the priorities of the candidates for the Lisbon City Council.
Alexandra
Leitão said that "Lisbon has never smelled so bad" as it does now, in
a criticism of urban hygiene services.
"And
I'm not the one who says it", he guarantees, in an allusion to complaints
that came to him through various channels.
"There
has to be collection seven days a week", he argued, adding that there must
also be a "container washing plant".
"It
is necessary to carry out a load study in this matter", he highlighted, as
he had already done for other subjects, such as mobility, where he used the
same formulation he had used in relation to garbage: "Mobility has
regressed in the last four years."
"We
have a city that today is hostile to pedestrians", he accused, calling for
"balance", which would be achieved, he justified, with "more
circuits, extended hours".
"It

allows immigrants to acquire "language skills", in a work that, he

CDU
accuses Moedas of diverting public assets to build hotels
João
Ferreira argues that "the City Council alone will not solve the housing
problem", given the seriousness of the problem, so it is necessary to
"produce the public housing stock", "also to exert a containment
effect" on the market, he explains.
With the
idea that "the Chamber has instruments to make a very large
contribution" on this issue, the communist candidate refers to
"municipal land and dispersed municipal heritage", such as the
"hotel of the Graça barracks", which is only a hotel "because
someone in the Chamber tried to concession".
"We
are dependent on changes that go beyond the municipal scope", he stresses,
while accusing Carlos Moedas of not having completed "a revision of the
Local Accommodation regulation".
Therefore,
he concludes, there was an "unrestricted approval of new hotel units"
that derives from "old public heritage that today could be affordable
rent".
Moedas
says it has already handed over 2804 keys to affordable rent this Monday alone

candidate, João Ferreira, criticizes Carlos Moedas for having mentioned the
return of the IRS, in a tax cut package in Lisbon.

"270 million euros that implied" the return of the IRS, says João
Ferreira, recalling that "this money does not go to the population".

more than what will be spent on the biggest work in the city", he argues,
with an allusion to the drainage tunnel and "it would be enough to
rehabilitate all the schools".

responsibility.
In these
terms, Alexandra Leitão stresses that "clarifications are needed", to
the same extent that "responsibilities need to be ascertained", so
that accidents like these do not happen again, but says that it is necessary to
do it with "time and serenity".
Carlos
Moedas guarantees that all resources were given to Carris, but João Ferreira
disagrees with the incumbent, choosing to point out points that imply a
"reflection", such as the "externalization" of the
maintenance of the Elevador da Glória.
Debate is
expected to be "serene", but with barbs
Last
Saturday, September 13, the socialist candidate for the Lisbon City Council,
Alexandra Leitão, during the PS National Municipal Convention, asked for a
"serene debate" to be held around the various "loads" that
Lisbon suffers from, from tourism to mobility, in a reference to the accident
at the beginning of the month, in the Elevador da Glória, where 16 people died. It is expected that
this issue will not be raised against Carlos Moedas, the incumbent, not least
because the motion of censure presented by Chega, with arguments that it was
"a political and institutional failure", did not pass the scrutiny of
the Lisbon Municipal Assembly, almost unanimously.
Even so,
tonight, the debate, which was initially scheduled to be only between Carlos
Moedas and Alexandra Leitão, will also have as protagonists João Ferreira from
CDU, and Bruno Mascarenhas, from Chega.
These
last two political forces are present in this face-to-face after the CDU filed
a complaint with the Regulatory Authority for the Media (ERC) and the National
Elections Commission (CNE) because the communist candidate, who has been a
municipal councilor since 2013, was not included in the confrontation, which
led SIC to reschedule the meeting.
