As areias que sopram do futuro

O processo movido por seis jovens portugueses, vítimas dos grandes incêndios de 2017, contra Portugal e mais 31 países do Conselho da Europa (ver crónica de 30/09/23), devido à inação desses países no combate às alterações climáticas, não passou o crivo do Tribunal Europeu dos Direitos Humanos, em Estrasburgo. A razão para tal não reside na má técnica jurídica dos queixosos, ou numa malévola vontade dos juízes. O motivo é mais fundo: o Direito Internacional Público, nomeadamente ambiental, não se baseia no melhor conhecimento científico sobre a Terra como sistema ecológico vivo e interdependente, continuando refém de um conceito mecanicista de soberania territorial dos Estados, consolidado no século XVII.

 

Longe de Estrasburgo, as areias dos grandes desertos africanos, com um diâmetro tão fino que entram pelos pulmões adentro, já migraram, sem necessidade de documentação, para as latitudes de Portugal, Espanha e Europa do Sul. Juntamente com as secas crónicas, a rotina das ondas de calor, as cheias súbitas, os minitornados imprevisíveis…

 

E é apenas o princípio. Um novo normal, em crescimento e agravamento exponencial. A crise global do ambiente e clima deverá atingir um sinistro ponto de rebuçado lá para 2040, quando os primeiros aviões começarem a aterrar no novo aeroporto de Lisboa. Será um elefante tão branco que dispensará qualquer comentário para além do silêncio de muitos, e da vergonha de poucos. Será erguido depois da devastação de uma vasta zona estuarina, protegida por uma lei impotente.

 

Aliás, cada vez mais as “áreas naturais protegidas” se revelarão como territórios latentes, à espera de investidores. Reservas do capital e não da diversidade ecológica! O número de dias em que ninguém sairá à rua, sob pena de colocar a sua saúde em risco, deverá ter aumentado significativamente, em proporção direta com a perda de praias no litoral, devido à combinação entre erosão costeira e subida do nível médio do mar. Nos oceanos, os plásticos continuarão a crescer, inexoravelmente, até ao ponto em que o seu peso ultrapassará o do total de todas as criaturas marinhas. Então, já teremos as minas de lítio, promovidas por grande empresas e fundos de investimentos, a mais de meio do seu ciclo de vida. Forças de segurança serão destacadas para garantir que os protestos não se transformam em resistência ativa. Solos aráveis terão ficado irremediavelmente perdidos. Ribeiros e lençóis freáticos contaminados. Nichos de biodiversidade perderão a massa crítica mínima, e onde antes verdejava e cantavam as aves, ficará o sulco sombrio deixado pelas máquinas na terra árida e na pedra nua. E para quê? Para a “transição energética”? Para o “crescimento verde”?

 

É provável que essa Novilíngua, que usurpou, pirateou e intoxicou preocupações reais defendidas por gente séria, já tenha sufocado na sua própria nulidade. Outro linguajar será forjado, mas sem grande imaginação, nem despesa. Em 2050, em vez da miragem da neutralidade carbónica, a OCDE antecipava, para o cenário realista de tudo seguir como de costume, uma concentração infernal de 685 ppmv de CO2 na atmosfera. Quando o futuro talvez pouco mais seja do que chegar ao dia seguinte, para propaganda bastará o novo panem et circenses digital mais elementar.

 

Enquanto o tsunami do futuro se avoluma, os tambores de guerra continuam a ensurdecer o pouco de racionalidade e de espírito crítico que sobra nesta apática e triste Europa. Ferida de menoridade cognitiva, ética e política.

The sands that blow from the future

The lawsuit filed by six young Portuguese, victims of the great fires of 2017, against Portugal and 31 other countries of the Council of Europe (see chronicle of 30/09/23), due to the inaction of these countries in the fight against climate change, did not pass the scrutiny of the European Court of Human Rights, in Strasbourg. The reason for this is not the bad legal technique of the complainants, or the malevolent will of the judges. The reason goes deeper: Public International Law, namely environmental law, is not based on the best scientific knowledge about the Earth as a living and interdependent ecological system, but remains hostage to a mechanistic concept of territorial sovereignty of States, consolidated in the seventeenth century.

 

Far from Strasbourg, the sands of the great African deserts, with a diameter so fine that they enter through the lungs, have already migrated, without the need for documentation, to the latitudes of Portugal, Spain and southern Europe. Along with chronic droughts, the routine of heat waves, flash floods, unpredictable mini-tornadoes...

 

And that's just the beginning. A new normal, growing and worsening exponentially. The global environmental and climate crisis is expected to reach an ominous sweet spot by 2040, when the first planes start landing at Lisbon's new airport. It will be such a white elephant that it will dispense with any comment beyond the silence of many, and the shame of a few. It will be erected after the devastation of a vast estuarine area, protected by an impotent law.

 

In fact, more and more "protected natural areas" will reveal themselves as latent territories, waiting for investors. Reserves of capital and not of ecological diversity! The number of days on which no one will go out on the street, at the risk of putting their health at risk, is expected to have increased significantly, in direct proportion to the loss of beaches on the coast, due to the combination of coastal erosion and rising sea levels. In the oceans, plastics will continue to grow, inexorably, to the point where their weight will exceed that of all marine creatures combined. So, we will already have lithium mines, promoted by large companies and investment funds, more than halfway through their life cycle. Security forces will be deployed to ensure that the protests do not escalate into active resistance. Arable land will have been irretrievably lost. Contaminated streams and groundwater. Niches of biodiversity will lose their minimum critical mass, and where once the birds once green and sang, the shadowy furrow left by the machines in the barren land and bare stone will remain. And for what? For the "energy transition"? For "green growth"?

 

It is probable that this Newspeak, which has usurped, pirated and poisoned real concerns defended by serious people, has already suffocated in its own nothingness. Another language will be forged, but without great imagination or expense. In 2050, instead of the mirage of carbon neutrality, the OECD anticipated, for the realistic scenario of everything going business as usual, an infernal concentration of 685 ppmv of CO2 in the atmosphere. When the future may be little more than the next day, the new most elementary digital panem et circenses will suffice for propaganda.

 

As the tsunami of the future rises, the drums of war continue to deafen what little rationality and critical spirit are left in this apathetic and sad Europe. Wound of cognitive, ethical and political minority.
