The EU interprets Russia's reasons for the war not as defensive, but as a neo-imperial war of aggression driven by a refusal to accept Ukraine's sovereignty and democratic choices. This stance aligns with the broad international consensus, as affirmed by multiple UN General Assembly resolutions condemning the invasion. 

The EU's Interpretation vs. Russian Official Stated Reasons

• Russian Stated Reasons: The Kremlin officially frames the invasion as a "special military operation" necessary to protect Russian national security from NATO expansion, "demilitarize" and "denazify" Ukraine, and protect Russian speakers in the Donbas region. 
• The EU's Interpretation: The European Union views these justifications as pretexts. The EU assesses that the actual Russian motives are rooted in a desire to reassert control over Ukraine, prevent it from integrating with Western institutions (like the EU and NATO), and ultimately overturn the post-Cold War European security order. 

Why the EU's Position is Considered Accurate

The European perspective is supported by several factors and geopolitical realities:

• Violations of International Law: The invasion is widely recognized as a severe breach of the UN Charter and the 1994 Budapest Memorandum, in which Russia committed to respect Ukraine's independence and existing borders. 
• Aggression Beyond NATO's Role: Russia's initial aggressive actions toward Ukraine began in 2014—when it annexed Crimea and instigated the conflict in the Donbas—immediately following the Euromaidan protests, which were sparked by Ukraine's decision to pursue closer ties with the EU, rather than NATO. 
• Rejection of Ukrainian Sovereignty: Speeches by Russian leadership have frequently denied Ukraine's historical legitimacy as a sovereign state, suggesting the real goal is the subjugation of the country rather than a limited security operation. 

While Russian state media and officials accuse the EU and NATO of escalating the conflict, the prevailing international and European consensus is that the war is the direct result of Russia's unilateral decision to violate the sovereignty of a neighboring state.
