Uma autarca
portuguesa no Reino Unido mostrou-se determinada a continuar em funções e a
"manter a calma" depois de ter sido alvo de provocações e insultos
racistas antes de uma reunião da Câmara Municipal de Thetford.
Os
distúrbios registaram-se na reunião aberta de terça-feira, a primeira a ser
dirigida por Carla Barreto na qualidade de presidente da Câmara Municipal
[Mayor] da vila no este de Inglaterra, próxima de Cambridge, e obrigaram à
intervenção da polícia.
Carla
Barreto foi confrontada antes da reunião por pelo menos um cidadão, que afirmou
que ela não tinha legitimidade para representar os munícipes porque não é
inglesa e disse que devia "voltar para o seu país".
A
portuguesa, natural de Outeiro, Viana do Castelo, vive no Reino Unido desde
2006 e é deputada municipal independente desde 2019.
Em maio
tomou posse como 'Mayor' de Thetford, sendo a primeira não-britânica a
desempenhar o cargo essencialmente cerimonial, de representação mas sem poder
executivo.
Em
declarações à agência Lusa, Barreto explicou que este tipo de situações,
criadas por um grupo de ativistas locais, já aconteceu antes a vários
antecessores.
"Muitos
deles [ativistas] são até bastante agressivos, o que é um problema que a gente
tem tido até no último ano e meio. Os meus colegas, em algumas ocasiões,
tiveram que chamar a polícia e houve reuniões que foram suspensas para
controlar a situação", contou.
Os desacatos
na terça-feira já eram esperados, revelou, e começaram à entrada, ainda antes
do início da reunião.
"Começaram
logo a atacar: És a Carla? Sou. Ah, tu não tens que estar aqui. Tu não
pertences aqui, tu nem sequer és inglesa, não tens assunto nenhum em te meter
nos assuntos da Câmara, muito menos ser a Mayor e representar a cidade, tu não
nos podes representar, tu não és inglesa e não estás aqui a fazer nada, devias
ir de volta para o teu país", relatou.
E
acrescentou: "aproveitaram-se que eu sou mulher, sou a primeira imigrante
e sou portuguesa", porque "é mais um ponto para eles poderem causar,
argumentar e tentarem desestabilizar".
Perante o
risco de agressão física, o marido teve de intervir, tal como um dos dois
seguranças contratados para a reunião e, mais tarde, foi chamada a polícia.
A polícia de
Norfolk confirmou hoje à Lusa que "agentes compareceram nos Paços do
Concelho, em Thetford, pouco depois das 19:00 de terça-feira, 24 de junho de
2025, e estão a investigar um incidente de ferimentos ligeiros com
intenção".
Parte dos
distúrbios foram registados em vídeo e partilhados na plataforma YouTube.
Carla
Barreto disse que tentou "manter a compostura" o melhor que pôde e
que continuou a reunião, a qual conseguiu completar.
"Não é
fácil. Nós já temos membros [deputados municipais] que desistiram, muito
recentemente, nos últimos meses", devido à pressão sentida, disse,
frisando que pretende manter-se em funções.
As
provocações são causadas por "minoria que faz muito barulho e é muito
agressiva", mas saudou o apoio que tem recebido de locais e de colegas.
"Eu vou
tentando lidar. Eu tenho que ir buscar força e uma calma a sítios onde eu nem
costumo ter, porque eu até costumo ser bastante impulsiva. Não sei como é que
eu tenho feito isto de conseguir manter a calma, não desatar a chorar ou fugir
da reunião", confessou.
O deputado
britânico pela circunscrição do Sudoeste de Norfolk, Terry Jermy, confirmou à
Lusa que esteve presente na reunião e que ouviu "em primeira mão os
comentários racistas feitos" sobre Carla Barreto.
O
parlamentar do Partido Trabalhista espera que a investigação policial do
incidente tenha consequências.
"Tendo
sido também Presidente da Câmara de Thetford, posso afirmar que estas ações e
comentários depreciativos não representam a nossa comunidade e condeno
totalmente o comportamento imperdoável de uma pequena minoria. Nós, em
Thetford, não aceitamos racismo e xenofobia de qualquer tipo", afirmou.
Thetford é
uma vila rural com perto de 25 mil habitantes, tendo o recenseamento de 2011
indicado que quase 30% eram de origem portuguesa.
No referendo
de 2016, o distrito de Breckland, ao qual Thetford pertence, votou 64% a favor
da saída do Reino Unido da União Europeia (UE).

A Portuguese
mayor in the United Kingdom has shown determination to remain in office and to
"remain calm" after being the target of racist provocations and
insults before a meeting of Thetford City Council.
The
disturbances took place at Tuesday's open meeting, the first to be led by Carla
Barreto in her capacity as mayor of the village in eastern England, near
Cambridge, and forced the intervention of the police.
Carla
Barreto was confronted before the meeting by at least one citizen, who said
that she had no legitimacy to represent the citizens because she is not English
and said that she should "go back to her country".
The
Portuguese, born in Outeiro, Viana do Castelo, has lived in the United Kingdom
since 2006 and has been an independent municipal deputy since 2019.
In May she
took office as Mayor of Thetford, being the first non-British to hold the
essentially ceremonial position, of representation but without executive power.
Speaking to
the Lusa agency, Barreto explained that this type of situation, created by a
group of local activists, has happened before to several predecessors.
"Many
of them [activists] are even quite aggressive, which is a problem that we have
had even in the last year and a half. My colleagues, on some occasions, had to
call the police and there were meetings that were suspended to control the
situation," he said.
The riots on
Tuesday were already expected, he revealed, and began at the entrance, even
before the start of the meeting.
"They
immediately started attacking: Are you Carla? Am. Oh, you don't have to be
here. You don't belong here, you're not even English, you have no business
getting involved in the affairs of the City Council, much less being the Mayor
and representing the city, you can't represent us, you're not English and
you're not here doing anything, you should go back to your country," she
reported.
And she
added: "they took advantage of the fact that I am a woman, I am the first
immigrant and I am Portuguese", because "it is one more point for
them to cause, argue and try to destabilize".
Faced with
the risk of physical aggression, her husband had to intervene, as did one of
the two security guards hired for the meeting and, later, the police were
called.
Norfolk
police confirmed to Lusa today that "officers attended the Town Hall in
Thetford shortly after 19:00 on Tuesday, June 24, 2025, and are investigating a
minor injury incident with intent".
Part of the
disturbances were recorded on video and shared on the YouTube platform.
Carla
Barreto said that she tried to "keep her composure" as best she could
and that she continued the meeting, which she managed to complete.
"It's
not easy. We already have members [municipal deputies] who have given up, very
recently, in recent months," due to the pressure felt, he said, stressing
that he intends to remain in office.
The
provocations are caused by "a minority that makes a lot of noise and is
very aggressive", but he welcomed the support he has received from locals
and colleagues.
"I'm
trying to deal with it. I have to get strength and calm from places where I
don't usually have, because I tend to be quite impulsive. I don't know how I've
been doing this of being able to stay calm, not burst into tears or run away
from the meeting," he confessed.
The British
MP for the South West Norfolk constituency, Terry Jermy, confirmed to Lusa that
he was present at the meeting and that he heard "first-hand the racist
comments made" about Carla Barreto.
The Labour
Party lawmaker hopes the police investigation into the incident will have
consequences.
"Having
also been Mayor of Thetford, I can affirm that these derogatory actions and
comments do not represent our community and I fully condemn the unforgivable
behavior of a small minority. We in Thetford do not accept racism and
xenophobia of any kind," he said.
Thetford is
a rural village with close to 25 thousand inhabitants, and the 2011 census
indicated that almost 30% were of Portuguese origin.
In the 2016
referendum, the borough of Breckland, to which Thetford belongs, voted 64% in
favor of the United Kingdom's exit from the European Union (EU).
