familiar: Meio milhão de imigrantes com ‘luz verde’ para trazer a família para

poderá ultrapassar, em breve, a marca dos dois milhões de imigrantes, na
sequência do reagrupamento familiar de estrangeiros que já vivem legalmente no
país. O alerta foi lançado esta terça-feira pelo ministro da Presidência,
António Leitão Amaro, durante a conferência Lisboa – Uma cidade para todos,
organizada pelo Correio da Manhã e pela CMTV, onde defendeu a necessidade de um
“equilíbrio entre acolhimento e capacidade de resposta”.
“O
reagrupamento familiar implica a entrada de mais pessoas e, portanto,
precisamos de moderação também na solução”, afirmou o governante, sublinhando
que o impacto da atual política migratória se fará sentir de forma
significativa nos próximos meses.
Atualmente,
vivem em Portugal cerca de 1,6 milhões de imigrantes, mas esse número poderá
aumentar substancialmente com a chegada de familiares diretos. De acordo com
dados apresentados por Leitão Amaro, existem cerca de 250 mil imigrantes com
manifestações de interesse ainda em análise, um processo que permite
regularizar a permanência de quem já está em território nacional. Além destes,
outros 210 mil cidadãos detentores de vistos da Comunidade dos Países de Língua
Portuguesa (CPLP) também têm direito ao reagrupamento familiar. A estes
somam-se 50 mil processos pendentes, referentes a pessoas que descontam para a
Segurança Social mas que não formalizaram o pedido de manifestação de interesse
até à extinção desse mecanismo, há exatamente um ano.
O total
ultrapassa já o meio milhão de pessoas com potencial para iniciar processos de
reagrupamento familiar. Segundo projeções do Governo, se, em média, cada uma
destas pessoas trouxer apenas mais um familiar, o número de imigrantes em
Portugal pode facilmente ultrapassar os dois milhões — e isto numa estimativa
“conservadora”, frisou o ministro.
O regime
legal português permite o reagrupamento de vários membros do agregado familiar:
cônjuge ou parceiro em união de facto, filhos menores, filhos maiores solteiros
que estudem em Portugal, pais a cargo e irmãos menores sob tutela legal do
residente, desde que essa tutela tenha sido determinada no país de origem e
seja reconhecida em território nacional.
Este
cenário coloca desafios adicionais às políticas de habitação, saúde, educação e
integração social, particularmente nas grandes áreas urbanas, onde se concentra
a maior parte da população imigrante. O Governo tem reiterado a importância de
“respostas equilibradas”, que combinem solidariedade com realismo, de forma a
evitar sobrecargas nos serviços públicos e assegurar condições dignas para os
recém-chegados.

may soon surpass the mark of two million immigrants, following the family
reunification of foreigners who already live legally in the country. The alert
was launched this Tuesday by the Minister of the Presidency, António Leitão
Amaro, during the conference Lisbon – A city for all, organized by Correio da
Manhã and CMTV, where he defended the need for a "balance between
reception and responsiveness".
"Family
reunification implies the entry of more people and, therefore, we also need
moderation in the solution," said the minister, stressing that the impact
of the current migration policy will be felt significantly in the coming
months.
Currently,
about 1.6 million immigrants live in Portugal, but this number may increase
substantially with the arrival of direct family members. According to data
presented by Leitão Amaro, there are about 250 thousand immigrants with
expressions of interest still under analysis, a process that allows the
regularization of the stay of those who are already in national territory. In
addition to these, another 210,000 citizens holding visas from the Community of
Portuguese Speaking Countries (CPLP) are also entitled to family reunification.
To these are added 50 thousand pending cases, referring to people who
contribute to Social Security but who did not formalize the request for
expression of interest until the extinction of this mechanism, exactly one year
ago.
The total
already exceeds half a million people with the potential to start family
reunification processes. According to Government projections, if, on average,
each of these people brings only one more family member, the number of
immigrants in Portugal could easily exceed two million - and this in a
"conservative" estimate, stressed the minister.
The
Portuguese legal regime allows the reunification of several members of the
household: spouse or partner in a de facto union, minor children, unmarried
adult children studying in Portugal, dependent parents and minor siblings under
legal guardianship of the resident, provided that this guardianship has been
determined in the country of origin and is recognized in national territory.
This
scenario poses additional challenges to housing, health, education and social
integration policies, particularly in large urban areas, where most of the
immigrant population is concentrated. The Government has reiterated the
importance of "balanced responses", which combine solidarity with
realism, in order to avoid overloads on public services and ensure dignified
conditions for newcomers.
