‘Massive’ child abuse scandal in France as school staff investigated for violence and sexual assault

Paris prosecutors have launched a massive investigation into more than 100 complaints of physical violence, sexual assault, and rape allegedly committed by school staff against children as young as three and four years old.

The widening crisis centers on state-run nurseries, kindergartens, and primary schools across France.

Scale of the Investigations

  • 100+ Institutions: Police are actively examining cases spanning 84 kindergartens, roughly 20 primary schools, and 10 daycare centers.
  • Affected Areas: The probe encompasses all arrondissements in Paris, revealing a deeply systemic issue.
  • Criminal Probes: Paris Prosecutor Laure Beccuau confirmed multiple judicial investigations have been opened, with several individuals already summoned to court.
  • Mass Arrests: In late May 2026, a juvenile protection brigade executed an unprecedented raid, placing 16 staff members from a preschool in the 7th arrondissement into police custody.

Who Are the Accused?

The allegations overwhelmingly target animateurs (school monitors or supervisors) rather than teachers.

  • The Role: These are municipal employees hired by local city authorities rather than the national education system.
  • The Vulnerability: Monitors are responsible for children outside of formal lessons, specifically during recess, lunch breaks, afternoon nap times, and after-school programs.
  • The Context: Abuse reported by parents includes children being screamed at, physically struck, locked in rooms, forced to eat until vomiting, and subjected to severe sexual violence.

Systemic Failures & Suspensions

Parents' associations, such as #MeTooEcole, state they have attempted to sound the alarm on these vulnerabilities for years. They point to severe flaws in recruitment, a lack of background vetting, and low pay that forced municipal authorities to hire inexperienced personnel to meet staffing ratios.

In response to the outcry, newly elected Paris Mayor Emmanuel Grégoire announced that 78 school aides have been suspended, including 31 specifically for suspected sexual violence.

Government & Legal Countermeasures

The city of Paris has deployed an emergency €20 million action plan designed to revamp child safety protocols. Key steps include:

  • Tightening background checks and tracking for all municipal childcare applicants.
  • Requiring specialized training on how staff must report suspected mistreatment.
  • Restructuring school shifts so that an adult is never left entirely alone with a child
