O primeiro-ministro disse esta segunda-feira, 20 de outubro, concordar com o projeto aprovado no parlamento para proibir o uso da burca no espaço público, argumentando que está em causa o direito à segurança.

 

“Tenho uma opinião muito clara relativamente ao processo legislativo que decorre na Assembleia da República. Se fosse deputado na Assembleia da República teria votado a favor da proposta de legislação que está hoje em curso, incluindo no fundo a utilização de meios pelos quais as pessoas podem andar com a cara tapada em espaços públicos. Ou seja, a utilização de outras formas de tapar o rosto dos cidadãos”, disse.

 

Na conferência de imprensa de encerramento dos trabalhos da cimeira dos Países do Sul da União Europeia (MED9), na cidade de Portoroz, Eslovénia, Luís Montenegro argumentou que está em causa o “direito à segurança e à perceção de segurança” e lembrou que “o direito da liberdade de uma pessoa acaba quando esse direito coloca em causa os direitos de outras pessoas”.

 

“Não vale a pena andarmos com grandes discussões filosóficas sobre aquilo que é uma conceção de vida tranquila entre todos aqueles que compõem a nossa comunidade”, acrescentou.

 

PSD, IL e CDS-PP aprovaram na sexta-feira, na generalidade, o projeto de lei do Chega que visa proibir a utilização de burca em espaços públicos, invocando os direitos das mulheres e questões de segurança.

 

A iniciativa contou com os votos favoráveis do Chega, PSD, IL e CDS-PP, votos contra de PS, Livre, BE e PCP, e a abstenção de PAN e JPP.

O primeiro-ministro defendeu esta segunda-feira que os imigrantes ilegais na UE devem retornar aos países de origem e argumentou que a Europa só alocará "bons recursos humanos" à sua economia se tiver uma "imigração regulada".

 

Luís Montenegro sublinhou a relevância da imigração para a coesão social e económica da União Europeia (UE), afirmando que se trata de um “fator de competitividade económica”, mas ressalvou a necessidade de regulação.

 

“Nós precisamos de mão de obra. Mas só é possível nós alocarmos bons recursos humanos à nossa economia se tivermos uma imigração regulada, se as nossas fronteiras tiverem o controlo que precisamos para integrar bem, para dar esperança a quem procura na Europa uma oportunidade de trabalho e para não fomentarmos a imigração ilegal”, defendeu.

 

O primeiro-ministro argumentou também que a imigração ilegal deve ter como consequência “o retorno daqueles que chegam à Europa” ao país de origem e apelou ao “combate às redes ilegais, máfias organizadas, que estão a traficar seres humanos”.

 

Montenegro adiantou que os países do sul da UE presentes na cimeira “estão muito de acordo quanto à necessidade de implementar pactos sobre a imigração”, porque, acrescentou, “isso vai dar mais competitividade à economia, com absorção no mercado de trabalho da mão de obra que precisamos e com a consequência que tem de ser implementada para aqueles que violam estas regras”.

 

O primeiro-ministro reiterou também que o bloco europeu precisa de avançar com a União de Poupança e Investimentos e um mercado único de capitais.

 

Luís Montenegro afirmou ainda que a UE “precisa de ser mais competitiva do ponto de vista energético”, enfatizando que há capacidade produtiva, em particular de energia verde, e que a Europa “não pode tardar em cumprir projetos de interligação” e de ligação a outras áreas geográficas como o norte de África.

The prime minister said this Monday, October 20, that he agrees with the bill approved in parliament to ban the use of the burqa in public space, arguing that the right to security is at stake.

 

"I have a very clear opinion regarding the legislative process taking place in the Assembly of the Republic. If I were a member of the Assembly of the Republic, I would have voted in favour of the proposed legislation that is currently underway, including the use of means by which people can walk around with their faces covered in public spaces. That is, the use of other ways to cover the faces of citizens," he said.

 

At the closing press conference of the summit of the Southern Countries of the European Union (MED9), in the city of Portoroz, Slovenia, Luís Montenegro argued that the "right to security and the perception of security" is at stake and recalled that "a person's right to freedom ends when that right jeopardizes the rights of other people".

 

"There is no point in having great philosophical discussions about what is a conception of a peaceful life among all those who make up our community", he added.

 

PSD, IL and CDS-PP approved on Friday, in general, the Chega bill that aims to prohibit the use of burqa in public spaces, invoking women's rights and security issues.

 

The initiative had the favorable votes of Chega, PSD, IL and CDS-PP, votes against from PS, Livre, BE and PCP, and the abstention of PAN and JPP.

 

Prime Minister argues that illegal immigrants in the EU should return to their countries of origin

The prime minister defended this Monday that illegal immigrants in the EU should return to their countries of origin and argued that Europe will only allocate "good human resources" to its economy if it has "regulated immigration".

 

Luís Montenegro underlined the relevance of immigration for the social and economic cohesion of the European Union (EU), stating that it is a "factor of economic competitiveness", but stressed the need for regulation.

 

"We need manpower. But it is only possible for us to allocate good human resources to our economy if we have regulated immigration, if our borders have the control we need to integrate well, to give hope to those looking for a job opportunity in Europe and not to encourage illegal immigration", he defended.

 

The prime minister also argued that illegal immigration should result in "the return of those who arrive in Europe" to their country of origin and called for "combating illegal networks, organized mafias, which are trafficking human beings".

 

Montenegro said that the southern EU countries present at the summit "are very much in agreement on the need to implement pacts on immigration", because, he added, "this will give more competitiveness to the economy, with absorption in the labour market of the labour force we need and with the consequence that has to be implemented for those who violate these rules".

 

The prime minister also reiterated that the European bloc needs to move forward with the Savings and Investment Union and a single capital market.

 

Luís Montenegro also said that the EU "needs to be more competitive from an energy point of view", emphasizing that there is productive capacity, in particular green energy, and that Europe "cannot delay in completing interconnection projects" and connection to other geographical areas such as North Africa.
