Moedas foi reeleito presidente da Câmara Municipal de Lisboa, tornando-se o
primeiro militante filiado no PSD a conseguir revalidar a coroação na capital.
Só nos anos 80, Kruz Abecassis vencera para os sociais-democratas, mas sendo
centrista e o CDS-PP a primeira força da coligação.
As
primeiras projeções apontaram a luta apertada em Lisboa, as comitivas de Carlos
Moedas e Alexandra Leitão prepararam-se para uma noite longa, mas de batalha em
batalha a confiança só cresceu para um lado, para o incumbente que resiste à
tragédia do Elevador da Glória e que, munido de CDS-PP e Iniciativa Liberal,
combateu a associação do PS com Livre, Bloco de Esquerda e PAN.
Se em
2021, foram 2294 votos de diferença entre o presidente e recandidato Moedas e
Fernando Medina, quatro anos depois viu-se o futuro de Lisboa preso por uma
maquia curta, mas que, à meia-noite, já se via impossível de revirar. Às 3h05
ficou apurada a última freguesia o Lumiar, com um resultado de 41,69%, contra
33,95%. Cerca de 8% separam as duas forças políticas quando, no início da
noite, se esperava um possível empate técnico.
Nas
sedes, festejava-se cada garantia de junta de freguesia embolsada. Os
socialistas celebravam com São Vicente e Alcântara ainda antes das 21h00, mas
os primeiros golpes começaram a ser dados pela coligação Por Ti, Lisboa,
conseguindo Campo de Ourique e Campolide, ambas socialistas em 2021: a primeira
tinha ficado decidida por 26 votos em 2021 e até Moedas fora mais votado para a
Câmara, mas com a saída de Pedro Costa a meio do mandato o PSD capitalizou para
angariar a freguesia. Ali perto, em Campolide, depois de quatro mandatos
socialistas, venceu a Por Ti, Lisboa, com a curiosidade de ser a primeira
freguesia governada por um liberal, no caso José Miguel Cerdeira.
A festa,
em crescendo, só para os sociais-democratas. Com a notícia de que o Livre não
conseguia desfazer a hegemonia no Areeiro, Alvalade e Avenidas Novas, a
coligação Por Ti, Lisboa ganhava confiança de que manteria mesmo a capital.
No reduto
socialista, não se bebia vodka com laranja, mas sim gin tónico para amenizar o
desânimo. João Jaime Pires, independente que encabeçou a coligação de esquerda,
avançou para a maior conquista do PS ao opositor: Arroios.
Das nove
freguesias que se previam enormes batalhas só nessa e em Marvila foram mais os
votos nos socialistas, o que foi impactante para as contas finais, porque entre
as mais populosas só Benfica fazia Alexandra Leitão sonhar.
Estrela,
Belém, Parque das Nações seriam territórios de Moedas, os socialistas teriam de
esperar um rebate feroz em Benfica, Olivais, Lumiar e São Domingos de Benfica,
o que fez Alexandra Leitão esperar pela admissão da derrota. Prevista para as
23h30, acabou por acontecer já para lá das 00:30. Mas foi no Lumiar, última
freguesia a fechar, e em São Domingos que ficou confirmada a vitória de Moedas.
A partir
daí, verdadeiros urros de vitória na comitiva, que passa de dez para 11
freguesias, contra 12 do PS, e mais de 20 000 votos de vantagem para festejar.
Campolide e Campo de Ourique viraram à direita, Arroios à esquerda.
Moedas
tem oito vereadores, o que lhe dá maior governabilidade. "Mais 30 mil
votos, é absolutamente extraordinário. Agora sim, vamos conseguir, Lisboa está
no caminho certo", afirmou, a atirar a responsabilidade também para os
opositores. "Os lisboetas foram claros não querem instabilidade",
disse, rejeitando cenários de negociação com o Chega para uma maioria:
"Uma Câmara Municipal não tem coligações pós-eleitorais."
O autarca
apelou a que a oposição "coloque os interesses de Lisboa acima de
tudo", algo que afirmou não ter acontecido neste primeiro mandato.
"Tive quatro anos muito difíceis. Estes quatro anos não serão tão
difíceis, porque eu tenho mais 30 mil votos, tenho mais um vereador, isso dá-me
uma confiança enorme", disse, com queixas, apesar de o PS ter vabilizado
orçamentos e as principais propostas para a cidade.
Numa sede
de campanha que ficou completamente lotada de apoiantes, o autarca destacou o
bom relacionamento com Luís Montenegro, que preferiu acompanhar a noite
eleitoral no Porto, descartando cisões: "Tenho o total apoio dele. É um
homem que para além de tudo é um amigo próximo. É como se estivesse aqui".
Carlos
Moedas entrega dois cargos de vereação a Iniciativa Liberal e CDS-PP. O edil
reeleito só discursou perto das 2h00. Alexandra Leitão reconheceu a derrota às
00h30. "Estou aqui para asumir a derrota nas Autárquicas, desejei sorte a
Carlos Moedas e agora serei oposição rigorosa e firme”, prometeu Alexandra
Leitão, ladeada no palco por Rui Tavares e Mariana Mortágua, porta-voz de Livre
e coordenadora do Bloco. “Foi uma convergência que não me arrependo de ter
feito. Todas as coisas que se orientam pelo serviço público valem sempre a
pena. É por isso que este caminho valeu por si só. Já o disse antes”, declarou,
vincando a “coragem do Livre, Bloco e PAN” para a coligação. O Livre terá um
vereador, o Bloco também, face ao sexto lugar na lista.
Foi taco
a taco pelo terceiro lugar, que só ficou fechado com a última freguesia. A CDU
tinha 500 votos de vantagem às 00h30 e ultrapassava, tal como o Chega, os 10%.
João Ferreira e Ana Jara voltariam a ser eleitos, mas com as freguesias mais
populosas o Chega conseguiu a ultrapassagem... por 11 votos.
O Chega
entra pela primeira vez no Executivo de Lisboa, com dois mandatos, o que pode
influenciar a governação à direita. Naturalmente, os socialistas
responsabilizam o dispersar de votos na CDU como grande responsável pela
derrota eleitoral, olhando à curta margem. João Ferreira mantém lugar de
vereação, mas a CDU perde um mandato.
Nos
restantes candidatos à Câmara Municipal de Lisboa, a sigla escolhida pelo PPM e
MPT, denominada Democrática Aliança, poderia ditar algum tipo de incremento de
votação em Tomás Dentinho, mas uma confusão do eleitorado ao jeito do que
acontecera com a AD em 2024, em benefício do ADN, não se verificou. Nem o PPM
nem a Nova Direita, com Ossanda Liber, o ADN, com Adelaide Ferreira, o Volt,
com José Almeida, e o R.I.R, com Luís Mendes, angariaram mais de 0,5% de
votação cada.
Para a
Assembleia Municipal, Margarida Mano, da Por Ti, Lisboa, é a eleita com 39,85%,
contra 32,86%.

Moedas was re-elected mayor of Lisbon, becoming the first militant affiliated
with the PSD to be able to revalidate the coronation in the capital. Only in
the 80s, Kruz Abecassis had won for the Social Democrats, but being a centrist
and the CDS-PP the first force in the coalition.
The first
projections pointed to the tight fight in Lisbon, the entourages of Carlos
Moedas and Alexandra Leitão prepared for a long night, but from battle to
battle confidence only grew for one side, for the incumbent who resists the
tragedy of the Elevador da Glória and who, armed with CDS-PP and Liberal
Initiative, fought the association of the PS with Livre, Left Bloc and PAN.
If in
2021, there were 2294 votes difference between the president and re-candidate
Moedas and Fernando Medina, four years later the future of Lisbon was held by a
short makeup, but which, at midnight, was already impossible to overturn. At
3:05 am, the last parish Lumiar was counted, with a result of 41.69%, against
33.95%. About 8% separate the two political forces when, in the early evening,
a possible technical tie was expected.
At the
headquarters, each guarantee of the parish council pocketed was celebrated. The
socialists celebrated with São Vicente and Alcântara even before 21:00, but the
first blows began to be given by the coalition Por Ti, Lisboa, achieving Campo
de Ourique and Campolide, both socialists in 2021: the first had been decided
by 26 votes in 2021 and even Moedas had been more voted for the Chamber, but
with the departure of Pedro Costa in the middle of the term, the PSD
capitalized to win the parish. Nearby, in Campolide, after four socialist
mandates, Por Ti, Lisboa won, with the curiosity of being the first parish
governed by a liberal, in this case José Miguel Cerdeira.
The
party, growing, only for the social democrats. With the news that Livre could
not undo the hegemony in Areeiro, Alvalade and Avenidas Novas, the coalition
Por Ti, Lisboa gained confidence that it would really keep the capital.
In the
socialist stronghold, vodka with orange was not drunk, but gin and tonic to
ease the discouragement. João Jaime Pires, an independent who headed the
left-wing coalition, advanced to the PS's greatest conquest of the opponent:
Arroios.
Of the
nine parishes that huge battles were predicted, only in this and in Marvila
were there more votes for the socialists, which was impactful for the final
accounts, because among the most populous only Benfica made Alexandra Leitão
dream.
Estrela,
Belém, Parque das Nações would be Moedas' territories, the socialists would
have to wait for a fierce rebound in Benfica, Olivais, Lumiar and São Domingos
de Benfica, which made Alexandra Leitão wait for the admission of defeat.
Scheduled for 11:30 pm, it ended up happening after 00:30. But it was in
Lumiar, the last parish to close, and in São Domingos that Moedas' victory was
confirmed.
From then
on, real roars of victory in the entourage, which goes from ten to 11 parishes,
against 12 for the PS, and more than 20,000 votes ahead to celebrate. Campolide
and Campo de Ourique turned right, Arroios left.
Moedas
has eight councilors, which gives him greater governability. "More than 30
thousand votes, it is absolutely extraordinary. Now we will make it, Lisbon is
on the right track," he said, throwing the responsibility also to the
opponents. "The people of Lisbon were clear they don't want
instability," he said, rejecting negotiation scenarios with Chega for a
majority: "A City Council does not have post-electoral coalitions."
The mayor
called on the opposition to "put the interests of Lisbon above all
else", something that he said did not happen in this first term. "I
had four very difficult years. These four years will not be so difficult,
because I have 30 thousand more votes, I have one more councilor, that gives me
enormous confidence," he said, with complaints, despite the PS having made
budgets and the main proposals for the city available.
In a
campaign headquarters that was completely packed with supporters, the mayor
highlighted the good relationship with Luís Montenegro, who preferred to follow
the election night in Porto, ruling out divisions: "I have his full
support. He is a man who is also a close friend. It's like I'm here."
Carlos
Moedas hands over two council positions to Liberal Initiative and CDS-PP. The
re-elected mayor only spoke around 2:00 am. Alexandra Leitão acknowledged
defeat at 00:30 am. "I am here to assume defeat in the Local Elections, I
wished Carlos Moedas luck and now I will be a rigorous and firm
opposition", promised Alexandra Leitão, flanked on stage by Rui Tavares
and Mariana Mortágua, spokesperson for Livre and coordinator of the Bloc.
"It was a convergence that I don't regret having done. All things that are
guided by public service are always worthwhile. That is why this path was worth
it on its own. I've said it before," he declared, stressing the
"courage of Livre, Bloco and PAN" for the coalition. Livre will have
a councilor, the Bloco as well, compared to sixth place on the list.
It was
neck and neck for third place, which was only closed with the last parish. The
CDU had a 500-vote lead at 00:30 am and exceeded, like Chega, 10%. João
Ferreira and Ana Jara would be elected again, but with the most populous
parishes, Chega managed to overtake... by 11 votes.
Chega
enters the Lisbon Executive for the first time, with two mandates, which may
influence the governance on the right. Naturally, the socialists blame the
dispersion of votes in the CDU as largely responsible for the electoral defeat,
looking at the short margin. João Ferreira retains a councilor seat, but the
CDU loses a mandate.
In the
remaining candidates for the Lisbon City Council, the acronym chosen by the PPM
and MPT, called Democratic Alliance, could dictate some kind of increase in
votes for Tomás Dentinho, but a confusion of the electorate as what had
happened with AD in 2024, to the benefit of DNA, did not occur. Neither the PPM
nor the New Right, with Ossanda Liber, the ADN, with Adelaide Ferreira, the
Volt, with José Almeida, and the R.I.R, with Luís Mendes, garnered more than
0.5% of the vote each.
For the
Municipal Assembly, Margarida Mano, from Por Ti, Lisbon, is elected with
39.85%, against 32.86%.
