Several
women of the PSOE accuse Paco Salazar of "inappropriate behavior"
when he was their boss
A Moncloa
worker narrates her experience under the orders of the new deputy to the
Secretariat of Organization appointed by Sánchez: obscene comments about
clothing and the body, untimely messages with invitations to dine alone outside
working hours or even offers to stay at home, something she describes as
"sexual harassment and abuse of power"; another young volunteer of
the PSOE and family of a veteran leader also pointed him out for
"slimy" attitudes. Salazar has resigned from being part of the PSOE

Obscene
comments about clothing and the body. Untimely messages with invitations to
dine alone outside working hours, even with offers to stay overnight at home.
Insistence on harassment of subordinates and a permanent use of sexualized
language in the professional environment. That is the work environment that
Lidia recounts in the first person, a woman from the PSOE who was under the
orders of Paco Salazar in the Moncloa and who claims to protect her identity
with a fictitious name because she fears reprisals. The same fear that, he
admits, did not allow him to ask any superior for the change of job he longed
for to lose sight of his boss.
She
directly describes it as "sexual harassment and abuse of power",
because the refusals to meet him carried punishments, mainly in the form of
fewer responsibilities in their job and the absence of expectations of
political or professional promotion. And it is not an individual story.
Because
when Lidia set foot in the Moncloa to work under Salazar's orders, the first
thing she received was the warning from her colleagues to be careful in the
face of a well-known "danger": be careful not to meet the boss alone
or to accept invitations outside working hours.
As
elDiario.es has been able to verify, there is at least one other woman, very
young, who, after Pedro Sánchez's primaries in 2017 in which she worked as a
volunteer for the socialist ranks, also transferred to her personal environment
that Salazar treated her "slobbery" and that she repeated
"inappropriate behavior" despite the age difference between the two
and also despite being a direct family of a veteran socialist. something that did not stop Salazar.
These
accounts to which elDiario.es has had access, that of Lidia directly and that
of the second young woman corroborated by her family member and by party
workers, actually allude to a generalized diagnosis in the socialist ranks,
where dozens of intermediate positions or simple grassroots militants assure
that there is a clamor spread like an oil stain for many years around the
figure of Paco Salazar. one of Ferraz's
most powerful men during Sánchez's mandates. And that is why a large part of
the Socialist Party received with "dread" the news of his brand new
appointment this Thursday by the President of the Government as deputy to the
Secretariat of Organization of the PSOE.
What
Lidia tells elDiario.es in the first person is a situation that she assures
that she did not live alone but that many of her colleagues suffered, the same
ones who warned her the first day she joined her job. As he recalls, when he
set foot in the office where his Paco Salazar team had been deployed in the
Moncloa, two things caught his attention. The first, that practically all the
members of that staff were people of the same profile: young women around 30
years old. And also that she received an immediate notice from her colleagues.
"It was shocking because the first thing they told me was to be careful,
that you already knew what everyone was saying about the boss, and that it was
better not to spend too much time with him alone."
At that
time, Salazar, an all-powerful man in Sánchez's PSOE and a member of the
trusted nucleus of José Luis Ábalos and Santos Cerdán with whom he became a
roommate, held the position of deputy to the chief of staff of the President of
the Government. That is, Iván Redondo's then number two. This Friday, after the
Cerdán scandal broke out that has ended with the former socialist number 3 in
prison, Sánchez empowered Salazar as deputy to an Organization Secretariat
headed by Rebeca Torró, a woman of the absolute confidence of the man now
singled out by several of his subordinates.
A while
after his appointment, Sánchez repudiated at an event in Ferraz with deputies,
senators and secretaries of Equality of the PSOE the behavior of Ábalos and his
advisor Koldo García with the women who have been known from the UCO audios
during the instruction of the plot of bribes in exchange for public works: "It is a very hard blow for me to know
that I elected those people who have those kinds of shameful conversations
about women and are implicated in serious cases of corruption. There are people
who recover easily from blows, I don't."
Lidia,
the PSOE woman who tells elDiario.es her experience under the orders of Paco
Salazar, is a fictitious name because she says she is afraid of reprisals if
she denounces. In fact, he admits that he never dared to do it in front of his
superiors for the same reason. She describes the events as "sexual
harassment and abuse of power".
"What
shocked me the most is that I was even warned by a colleague, which is not
usual because those who usually protect ourselves from these things are women.
But he caught me one day shortly after arriving and told me. That it would not
occur to me to be alone in the office with him. That her team was called
'Salazar's girls' as a joke and that it was vox populi because it had happened
to many other women".
And,
indeed, it happened to her too. "At first it was lighter, with some
disturbing looks or some out-of-place comments in a work environment and in a
boss-to-subordinate relationship," says Lidia, who then began to receive
endless private messages through WhatsApp.
"He
started telling me without coming to mind that I should stay later than the
rest of the team, that I should go to dinner with him or have a drink. He did
it insistently. And he told me that if we were late we could sleep at his
house. He was very careful not to leave any sexual mention in writing, but it
was obvious what he wanted to say and he was fully aware of the situation in
which he placed me."
This
Moncloa worker explains that if she never dared to raise a formal complaint or
a denunciation, it was both because of the "absolute power" that Paco
Salazar exercised in the party and his ascendancy with the president himself,
and because she did not feel at any time that her workplace was a safe space
for it. "If it was vox populi it was because it had been going on for a
long time, and everyone knew about it there and no one said anything," she
points out after recalling that among the work team it was assured that one of
the colleagues did raise an internal complaint that had no repercussions
whatsoever.
Lidia
reviews the turns she took to get rid of that harassment. "I felt
violated, obviously. But I just passed him, dragging his feet to get out of the
way. I never dared to tell him to stop because he was my boss," he told
this newspaper before stressing that not playing along with him directly
implied consequences for his work. "If you didn't follow the roll, it made
you feel empty. And it begins to have consequences in the workplace."
There is
at least one second young woman who, during the 2017 primaries, when she worked
in the party as a volunteer, also experienced "uncomfortable"
situations with the same socialist leader. She herself told her entourage about
Salazar's "slimy" attitude and "inappropriate behaviors."
There he left it. He did not tell anyone anything until the campaign ended and,
after some time, he made a direct relative, a veteran socialist, a participant
in the unpleasant episodes he had to face working for the party.
The young
woman never worked for the PSOE again, as she had just finished her public
examination as a public employee and joined her destiny without further ado.
elDiario.es learned about this case from another PSOE worker and immediately
afterwards contacted the girl's relative, 25, who corroborated the initial
testimony about Salazar's practices.
Another
person who has worked for months in Salazar's team says that he was always
struck by the "sexual language" he used with his collaborators,
mostly young women. This same source assures that he has not seen harassing
behavior and that, if he did, he would have reported it. But he also does not
know the relationships that Salazar established in the one-on-one behavior with
his team.
Several
socialists, men, who have worked for years with the new deputy secretary of
organization say that they never saw or heard anything in this regard, while
consulted other workers of Moncloa and Ferraz Street recognize that their teams
have always been made up of very young women. "His treatment, without
distinction of the gender of his collaborators, was always despotic and
ill-tempered. But we were never aware of it being overdone with women."
Consulted
by this newspaper, Paco Salazar denies having gone too far with any of his
subordinates: "I don't stop thinking about it and I don't find a moment in
my life where I have done anything stupid. I haven't done anything with anyone,
I have a lifelong partner, in my university days it could have been... But I
don't understand where that comes from. I have never had a relationship or
contact with any colleague, never ever. I've been spinning my head and I think
it's an amazing thing. I can't stop thinking to see if I've screwed up and said
something inconvenient to a colleague and the truth is that I can't find
it."
After the
publication of this information, Salazar has voluntarily resigned from being
part of the new leadership of the PSOE, where he was to be one of the deputies
to the Secretariat of Organization, and has asked for an investigation to
clarify the accusations against him.

Comentarios
obscenos sobre la vestimenta y el cuerpo. Mensajes intempestivos con
invitaciones para cenar a solas fuera del horario laboral, incluso con
ofrecimientos de quedarse a dormir en casa. Insistencia en el hostigamiento a
sus subordinadas y un uso permanente de un lenguaje sexualizado en el entorno
profesional. Ese es el ambiente de trabajo que relata en primera persona Lidia,
una mujer del PSOE que estuvo a las órdenes de Paco Salazar en la Moncloa y que
reclama proteger su identidad con un nombre ficticio porque teme represalias.
El mismo miedo que, según admite, no le permitió pedir a ningún superior el
cambio de puesto de trabajo que anhelaba para perder de vista a su jefe.
Ella lo
califica directamente como “acoso sexual y abuso de poder”, porque las
negativas a quedar con él llevaban aparejadas castigos, en forma principalmente
de menores responsabilidades en su puesto de trabajo y la ausencia de
expectativas de promoción política o profesional.Y no se trata de un relato
individual.
Porque
cuando Lidia puso un pie en la Moncloa para trabajar a las órdenes de Salazar,
lo primero que recibió es el aviso de sus compañeras para que tuviera cuidado
ante un “peligro” de sobra conocido: cuidado con quedar con el jefe a solas o
con aceptar invitaciones fuera del horario de trabajo.
Según ha
podido comprobar elDiario.es, hay al menos otra mujer, muy joven, que, tras las
primarias de Pedro Sánchez de 2017 en las que trabajó como voluntaria para las
filas socialistas, también trasladó a su entorno personal que Salazar le
dispensó un trato “baboso” y que repitió “comportamientos inadecuados” a pesar
de la diferencia de edad entre ambos y a pesar también de ser familia directa
de un veterano socialista, algo que no frenó a Salazar.
Estos
relatos a los que ha tenido acceso elDiario.es, el de Lidia de manera directa y
el de la segunda joven corroborado por su familiar y por trabajadores del
partido, aluden en realidad a un diagnóstico generalizado en las filas
socialistas, donde decenas de cargos intermedios o simples militantes de base
aseguran que hay un clamor extendido como una mancha de aceite desde hace
muchos años alrededor de la figura de Paco Salazar, uno de los hombres más
poderosos de Ferraz durante los mandatos de Sánchez. Y por eso una gran parte
del Partido Socialista recibió con “pavor” la noticia de su flamante
nombramiento este jueves por el presidente del Gobierno como adjunto a la
Secretaría de Organización del PSOE.
Lo que
cuenta Lidia en primera persona a elDiario.es es una situación que asegura que
no vivió solo ella sino que sufrieron muchas de sus compañeras, las mismas que
le advirtieron el primer día que se incorporó a su puesto de trabajo. Según
rememora, cuando puso un pie en la oficina en la que tenía desplegado su equipo
Paco Salazar en la Moncloa le llamaron la atención dos cosas. La primera, que
la práctica totalidad de integrantes de esa plantilla eran personas del mismo
perfil: mujeres jóvenes alrededor de los 30 años. Y también que recibió un
aviso inmediato de sus compañeras. “Fue impactante porque lo primero que me
dijeron es que tuviera cuidado, que ya se sabía lo que comentaba todo el mundo
del jefe, y que mejor no pasar demasiado tiempo con él a solas”.
Entonces
Salazar, hombre todopoderoso en el PSOE de Sánchez e integrante del núcleo de
confianza de José Luis Ábalos y de un Santos Cerdán del que llegó a ser
compañero de piso, ocupaba el cargo de adjunto al jefe de Gabinete del
presidente del Gobierno. Es decir, el entonces número dos de Iván Redondo. Este
viernes, después de que estallase el escándalo Cerdán que ha acabado con el
exnúmero 3 socialista en la cárcel, Sánchez empoderó a Salazar como adjunto a
una Secretaría de Organización encabezada por Rebeca Torró, una mujer de la
absoluta confianza del hombre ahora señalado por varias de sus subordinadas.
Un rato
después de su nombramiento, Sánchez repudió en un acto en Ferraz con diputadas,
senadoras y secretarias de Igualdad del PSOE el comportamiento de Ábalos y su
asesor Koldo García con las mujeres que se ha conocido por los audios de la UCO
durante la instrucción de la trama de las mordidas a cambio de obra pública:
“Es un golpe muy duro para mí saber que yo elegí a esas personas que tienen ese
tipo de conversaciones vergonzosas sobre las mujeres y están implicados en
casos graves de corrupción. Hay gente que se recupera fácil de los golpes, yo
no”.
El de
Lidia, la mujer del PSOE que cuenta a elDiario.es su experiencia bajo las
órdenes de Paco Salazar, es un nombre ficticio porque asegura tener miedo a
represalias si denuncia. De hecho, admite que nunca se atrevió a hacerlo ante
sus superiores por el mismo motivo. Ella califica los hechos de “acoso sexual y
abuso de poder”.
“Lo que
más me impactó es que me avisó hasta un compañero, que no es habitual porque
quienes solemos protegernos de estas cosas somos las mujeres. Pero me cogió un
día al poco de llegar y me lo dijo. Que no se me ocurriera quedarme a solas en
el despacho con él. Que a su equipo lo llamaban a modo de chascarrillo 'las
chicas de Salazar' y que era vox populi porque le había pasado a otras muchas
mujeres”.
Y,
efectivamente, a ella también le pasó. “Primero fue más liviano, con algunas
miradas inquietantes o algún comentario fuera de lugar en un entorno laboral y
en una relación de jefe a subordinada”, relata Lidia, que luego empezó a
recibir un sinfín de mensajes privados a través de WhatsApp.
“Me
empezó a decir sin venir a cuento que me quedara yo más tarde que el resto del
equipo, que fuese a cenar con él o a tomar algo. Lo hacía de manera insistente.
Y me decía que si se nos hacía tarde nos podíamos quedar a dormir en su casa.
Se cuidaba mucho de no dejar por escrito ninguna mención sexual, pero era
evidente lo que quería decir y él plenamente consciente de la situación en la
que me colocaba”.
Esta
trabajadora de Moncloa explica que si nunca se atrevió a elevar una queja
formal ni una denuncia fue tanto por el “poder absoluto” que ejercía Paco
Salazar en el partido y su ascendencia con el propio presidente, como por no
sentir en ningún momento que su lugar de trabajo fuera un espacio seguro para
ello. “Si era vox populi era porque llevaba mucho tiempo pasando, y allí lo
sabía todo el mundo y nadie decía nada”, apunta tras rememorar que entre el
equipo de trabajo se aseguraba que una de las compañeras sí que elevó una queja
interna que no tuvo repercusión alguna.
Lidia
repasa las vueltas que dio para librarse de ese hostigamiento. “Yo me sentía
violentada, evidentemente. Pero me limité a pasar de él, a darle largas para
salir del paso. Nunca me atreví a decirle que parara porque era mi jefe”,
traslada a este periódico antes de subrayar que no seguirle el juego implicaba
directamente consecuencias en su trabajo. “Si no le seguías el rollo, te hacía
el vacío. Y pasa a tener consecuencias en lo laboral”.
Hay al
menos una segunda joven que, durante las primarias de 2017, cuando trabajó en
el partido como voluntaria, también vivió situaciones “incómodas” con el mismo
dirigente socialista. Ella misma contó a su entorno la actitud “babosa” y los
“comportamientos inadecuados” que sufrió de Salazar. Ahí lo dejó. No contó nada
a nadie hasta que la campaña acabó y, pasado el tiempo, le hizo partícipe a un
familiar directo, un veterano socialista, de los desagradables episodios que
tuvo que afrontar trabajando para el partido.
La joven
nunca más volvió a trabajar para el PSOE, ya que acababa de terminar su
oposición como empleada pública y se incorporó sin más a su destino.
elDiario.es conoció este caso por otro trabajador del PSOE e inmediatamente
después se puso en contacto con el familiar de la chica, de 25 años, que
corroboró el testimonio inicial sobre las prácticas de Salazar.
Otra
persona que ha trabajado durante meses en el equipo de Salazar asegura que
siempre le llamó la atención el “lenguaje sexual” que utilizaba con sus
colaboradores, mayoritariamente mujeres jóvenes. Esta misma fuente asegura que
no ha visto comportamientos de acoso y que, en caso de verlos, los hubiera
denunciado. Pero que tampoco conoce las relaciones que establecía Salazar en el
comportamiento de tú a tú con su equipo.
Varios
socialistas, varones, que han trabajado durante años con el nuevo secretario de
organización adjunto aseguran que jamás vieron o escucharon nada a este
respecto mientras que consultados otros trabajadores de Moncloa y de la calle
Ferraz reconocen que sus equipos siempre han estado compuestos por mujeres muy
jóvenes. “Su trato, sin distinción del género de sus colaboradores, siempre fue
déspota y malencarado. Pero nunca tuvimos constancia de que se sobrepasara con
las mujeres”.
Consultado
por este periódico, Paco Salazar niega haberse propasado con ninguna de sus
subordinadas: “No paro de darle vueltas y no encuentro un momento en mi vida
donde haya hecho ninguna estupidez. Yo no he hecho nada con ninguna persona,
tengo una pareja de toda la vida, en mi época de universidad pudo ser... pero
no entiendo de dónde sale eso. Nunca con ninguna compañera he tenido relación
ni trato, nunca jamás. Me he partido la cabeza dándole vueltas y me parece una
cosa alucinante. No paro de pensar a ver si la he cagado y le he dicho algo
inconveniente a una compañera y la verdad es que no lo encuentro”.
Tras la
publicación de esta información, Salazar ha renunciado voluntariamente a formar
parte de la nueva dirección del PSOE, donde iba a ser uno de los adjuntos a la
Secretaría de Organización, y ha pedido una investigación para aclarar las
acusaciones que pesan contra él.
